There's something about Mary UPDATED 2X

Searching the blog, I found this post to be rather timely. My first tutorial: How to file a Right To Know Timmy, Birks, and Remely are against transparency. The Riemer, Strotmeyer, and Diamond slate website shows:

Update March 26, 2017 5:44 PM I am happy to say that there are some Lebo Citizens readers who are looking into this topic. The 2014 990 for Outreach was sent to me. On page 7 of 30, Mary Birks was paid $31,946 when she was part-time and working 24 hours per week. The link to the annual report in 5:34's comment indicates that Mary Birks was promoted to full time.
We developed the next Strategic Plan for 2015-2018 which lays out the organization’s priorities and goals to inform our work. In addition, we are proud to have moved our leadership to full-time positions – including both our Executive Director, Mary Birks and our Clinical Director, Christina Hostutler.

  2. There is a connection between Outreach and the MTLSD. I don't know whether it includes a financial arrangement. Once a year (I believe) all HS and perhaps MS parents and guardians receive and invitation for their children to be evaluated by Outreach services. The invitation comes in the mail.

  3. I don't have the number in front of me, but the municipality also contributes to Outreach. I remember how Kristen Linfante asked to bump up the contribution to Outreach, when she was in office. She got it to pass. Sylvia, I wonder if the school district pays for the postage. Here is a link to Outreach's funding sources. http://www.outreachteen.org/about-us/funding-sources/

    Outreach is funded by:

    School contracts (22.3%)
    Allegheny County (14%, restricted to juvenile probationers)
    Mt. Lebanon Municipality (17%)

    Fee-based income (12%, includes insurance coverage and client payments on a sliding scale)
    Fundraisers (16.5%)
    Individual gifts (4%)
    Program revenue (2.5%)

    Another ongoing funding source is Mt. Lebanon Community Endowment.

  10. If you have a Guidestar.org account you can get the IRS Form 990 information, which lists salaries paid (if any). However, since the question has been asked, and not everyone has a Guidestar account, here the numbers as reported to the IRS by Outreach Teen & Family Services for the following three tax years...

    2015: Mary D Birks, Executive DI (24 hours/week average) - $31,946
    Karen Johnson, Executive DI (24 hours/week average) - $18,792
    no other compensation paid

    2014: Karen Johnson, Executive DI (24 hours/week average) - $48,828
    no other compensation paid

    2013: no compensation paid to any director

  12. One correction on my part: Outreach, under 2013 on Guidestar, Karen Johnson (24 hours/week average), Executive DI, received $39,357. Instead of listing her at the beginning of the table of compensation she is at the end, along with James Brophy (24 hours/week average), Director OPE, who received $33,494. I didn't notice it at first; my apologies. Also, anyone who looks up this info in the 990's may be a bit confused. For example, Guidestar's 2015 entry is for calendar year 2014, or tax year July 1, 2014 to June 30, 2015 (a FY). But that year's 990 was signed on May 12, 2016! Another interesting anomaly with respect to the 2013 (calendar year 2012) form 990 is that the first person listed in the table of key personnel, table of compensation, is David Brumfield, who is show as working an average of 50 hours/week and receiving a compensation of nada.

  15. 8:14 p.m. if you can't figure it out you are part of the problem. To help you ... The point is Mt. Lebanon is full of corrupt people that think they own Mt. Lebanon. Sure we all want a great school district with great services. This does not give directors the right to run these institutions as their own personal company. Further if you choose to volunteer that is great, but that does not entitle you or your family to
    "special perks." Mt. Lebanon needs TRANSPARENCY and Mt. Lebanon needs it now. Miss appropriation of funds and corruption are NEVER acceptable.

    God bless those that volunteer, but if you're doing it to reap special "perks" for yourself or family you're no longer a volunteer.
    If these volunteers beginning to believe that as a group they and their associates along the way "deserve" a few perks then things are beginning to spin out of control.

    The counseling notices come in envelopes with the school district as the return address. The counseling sessions are optional. If a parent/guardian signs a child up for the counseling, it occurs during school hours.

  21. Two more 990's were sent to me and added as a second update to this post. I guess the question to ask is, "With Mary Birks the executive director of Outreach, would that be considered a conflict of interest?"

    I'm more concerned about the "untruths" that she and Timmy told concerning the budget. See the next post.

  22. TQuickly looking at those 990s there seems to be a lot of people volunteering 50 hours/week on average.

    I suspect that some are counting their hours from a related organization as well, but it seems very odd almost everyone Averages 50 hrs/week.

  23. It is still obvious to me that there is a " conflict of loyalty with Berks and Outreach. Who is to say that she's not IDing kids in the district with disabilities which gets sent to the to MLSB which likes to get rid of kids with disabilities including physical, and mental health disabilities. It has happened in the past. All students have a right to a free and appropriate public education. Too much corruption in regards to the disabled kids. This is why Sabol was let go. She found out and had it been investigated, then the school district would have been bankrupt.

  24. After looking over those 990's I'm thinking that "50 hours" probably should be interpreted as "0.50 hours"; or 30 minutes. I've seen 990's for other organizations and fractional hours are generally marked with a decimal point, but the Outreach accountant apparently just left a space. For example, on the 2013 (2012) 990 Mary D Burks is listed as contributing an average of 1 00 (note the space) hours/week and Karen Johnson contributing an average of 24 00 (again, note the space). David Brumfield's contribution shows " 50," but the 50 is aligned where the " 00's" are for Burks and Johnson.
