UPMC Athletic Training and Physician Services Proposal

As mentioned in the previous post, "Can you spell UPMC?" here is the "revised" proposal from UPMC.  UPMC Athletic Training and Physician Services Proposal

Section A describes the services that UPMC would provide.  They will require designated parking.  Was that mentioned at the Zoning Hearing Board or the Planning Board?

Section C discusses MTLSD's responsibilities.  Besides paying UPMC $154,000, MTLSD will agree to serve as a regional center for UPMC by providing auditorium, gymnasium, classroom or fields to UPMC so that they may have sports medicine and/or sports performance programs up to four times per contracted year.  By the way, UPMC will have the right to charge a participation fee to attendees of these programs.
We also have to display four UPMC banners throughout the year at various MTLSD sports venues.

Since the field sports organizations won't step up financially to help defray the cost of the athletic facilities, why not sell the entire naming rights to the new athletic building and stadium complex to UPMC....their banners will already be there, as will their employees ? They might also be willing to pay for the extra parking spaces required. It's a win-win possibility !

The School Board approved this five year, $154,000 agreement with UPMC Sports Medicine on April 19, 2010.
Bill, did you notice how Mt. Lebanon Aqua Club is going 50/50 with the Municipality for the swimming pool upgrades? Also, Indoor Tennis contributed as well as the Platform Tennis organization for their capital improvements. It is in the amendment to the Manager's Recommended Budget. You can find that on the home page of lebocitizens.com or on Mt. Lebanon's website.

Yes Elaine, I did notice. The Aqua Club will donate $50,000 or 50% of Muni pool improvements that include, among other things, a pool cover to retain water temps overnight that will allow extended seasonal usage of the pool. They have also agreed to pay the utility costs for extended usage. I believe the Aqua Club is a 501(c)(3) nonprofit entity.

Indoor Tennis (I'm on the Board)will contribute $47,500 towards a total of $164,000 for a series of improvements to the Tennis Center. Since it was formed in 1967, Indoor has contributed over $1 million to the Muni for the Tennis Center. Indoor is a 501(c)(4) nonprofit civic association entity.

The Platform Tennis Association is contributing $4,000 towards $8,000 for resurfacing the 2 original courts. A couple of years ago they pledged to pay for 50% of the $175,000 cost of building 2 additional courts situated above the 2 original, and nearby tennis court #14. I'm not sure of their nonprofit status.

The school district does not charge, as noted in their published fee schedules, nonprofit youth sports or fine arts organizations for the use of school facilities, whether it be for rooms, gyms or fields. The only contribution I am aware of is an annual $30,000 provided by the Youth Sports Alliance for the maintenance of the 15 or so Muni & District athletic fields maintained by the Muni at a total cost of $83,000/year.

I'm not sure what fee schedule you are referring to, but I can assure you that the School District charges the Soccer Association and the Football Association for use of the Stadium. The Football Association also recently secured a grant to purchase bleachers and goal post protectors for Mellon Field. Similarly, the Baseball Association spends thousands of REAL dollars and countless man hours maintaining the baseball fields around town. These fields would not look the way the day without these contributions.

As for naming rights, it may require a zoning variance. The baseball association has always wanted to sell banner adds for the fence at Dixon as a way of raising funds and we have been told that they are not permitted.

The 2010 - 2011 Fee Schedule passed by the SB this Spring exempts nonprofit youth sports organizations from paying fees, Dave. There are separate fee schedules for the High School, Middle & Elementary Schools. While the Soccer Association is a 501(c)(3) entity, I beleve, or a 501(c)(4), I'm not sure what the Football Association is.

Banners are included in the Signs section of the Zoning Ordinance, and many of the provisions are restrictive. Wonder if Grogran or Peterson checked with the Muni Zoning Officer/Chief Inspector before agreeing to the UMPC banner requirements. Lincoln, Washington, the HS and perhaps others have had and maybe still are hanging banners on their buildings.
