The commissioners approved the $4.8 million rec bond at Tuesday's meeting with a 4-1 vote. The public hearing was overwhelmingly positive. It was wonderful to hear the joy in people's comments as they spoke of an outdoor classroom, improvements to the pool, possibly a dog park, and more. Thank you, Kelly Fraasch, for all your time that you invested in this. Thank you, Comissioners, for coming to an agreement. Matt Kluck commended Marcia Taylor on her efforts, even though he would not support the bond. Even the folks who are lovingly referred to as malcontents on this blog, spoke in favor of the recreation bond. It was refreshing to have the community come together for a change.

It looked grand on the surface, in the precise wording of the agenda item Elaine; but, the question Lewis posed exposed the true reality.
The reality is that the $4.53 million in expected net issuance proceeds can actually be allocated and spent in any manner or fashion that just 3 subsequent Commission votes determine. It took 4 votes to approve the bond, but will take only 3 votes to determine what "recreation" it will be spent it on. The general public has no idea that this is the case.
I do believe that a prior agreement in a public meeting among the Commission excludes artificial turf.

Several compliments had to do with only the financial structuring of the bond.
I have not tried to listen to the meeting yet. How many people spoke in favor of the dog park? The golf course?
Dave, I have not uploaded the podcasts yet. I really didn't keep track, maybe a couple. No one spoke of artificial turf. I did suggest TURF as an acronym for "To Understand our Recreational Facilities" instead of Dave Brumfield's new Youth Sports Advisory board a.k.a YSA. That is the only time turf was mentioned. Hope that helps.

Does this mean that now that the Commission has gotten the bond issue through, they can decide how to spend it will a vote of 3? If so, could that mean that the turf may be getting the funding?
I wonder how long it will take until the Robb Hollow residents are complaining about dogs barking?
ps. A dog park won't increase my property value.
No Commission placed an exemption of no turf for this bond.
I emailed Ms. Frasch and this is what she sent me from the ordinance, Bill No: 16-12"Whereas, the Municipality of Mt Lebanon (the Municipality) desires to incur non-electoral debt to provide funds (i) to pay for various capital projects of the Municipality, which shall consist of recreation and public works improvements, excluding artifical turf improvements (the Projects) and (ii) to pay the costs of issuing the Bonds and..."
Ah yes 10:23 and 4:18 more of that community love that makes Mt. Lebanon such a desirable place to live.
