Reading the last page (page 12) of her proposal, the commissioners are trying to work with Kristen Linfante and come up with a compromise.
Here is what Kelly proposes, from what I can see:
- No deer will be killed on public spaces, such as parks and parklets.
- All shooting will be done on private property.
- The homeowner must provide insurance.
- Funding must be matched by private donations.
- Notification must be given to the community.
- Neighbors must sign off on the designated areas.
- Private property must be a mandated size with regard to distance to roadways, neighbors, etc.
- Kelly would still like to see sterilization as the preferred deer management method.
In addition to Kelly's list, I would like to add a few:
- Kristen must have deer baited and shot on her property.
- In fact, all the commissioners must volunteer and have deer baited and shot on their properties.
- NO municipal funds should be used for culling. It should be paid ENTIRELY by those who want deer killed. We have to pay for stormwater. We will have to pay for garbage. Let the ones who want deer killed pay for it completely.
As usual, Kristen shot down (oh jeeze, poor choice of words) a resident who spoke against deer culling last night. Kristen doesn't collaborate; she doesn't communicate; and she doesn't cooperate. Why does this woman get everything she ever wants without the least bit of work? No research. No updates on her website since the horrible tragedy at Sandy Hook last year - the one weekend she decided to post an article about shooting deer.
What really sucks is how when I started to write this post, there was a glorious site outside. I saw a double rainbow and a doe with her fawn. I guess that will be interpreted as an incident on her map. Put up another dot on your map, Kristen!

I printed Kelly's park pages. The Fraasch family must be loaded to suggest spending this much money.
How do you figure? She has been outvoted. It is all about turf and deer. If you listen to the podcast which I recently uploaded, the only one who wants to give it back to the taxpayers is Matt Kluck. Are we back to doing more Kelly bashing? She is the only one who comes to meetings with a proposal.

Ask Kristen how long USC has been doing deer culling. Ask her to do a little research and find out how much they spent over the years. Talk to USC residents and let them tell you how it isn't working. They have the space for culling and it hasn't been successful.
Think about how the three commissioners have gotten together to push their agendas (turf and deer culling) on to the public with leftover money.
Here is the plan. Raise our taxes and then spend it on your pet projects. What a deal!

I like how three of the five commissioners would gladly and without question vote to spend a million bucks to turf ANY field in Mt Lebanon and somehow Kelly is the one that's loaded.
As usual, it seems Kelly has found a workable compromise. This time to shooting deer. Is it just me or does Kristen still not get that the sterilization plan will meet her goal of reducing the deer population. It is almost as if she just can't agree to go along here.
Interesting that Kristen is in the same ward as I am, but I think the big political machine wouldn't appreciate an unknown to run against her.
Shooting Deer is only good for towns that have a safe area to do so, Mt. Lebanon is not one of those towns. Sterilization is the only way to go.
Please tell me your are kidding about no pubic money being used for the deer culling? We have a serious safety problem and the township should do something about it and cull the deer. Why not use tax dollars? Why should private citizens have to pay extra to make the communuity safer for everyone? It is not fair.
I read on Kelly's blog about eco friendly being more expensive but lasting far longer than the regular astro turf. No tire crumbs on the eco turf. It also states if the community can't afford a replacement turf PW can place topsoil and grass seed on top and we would have a field again. I guess the regular stuff you are stuck once you buy it. I binged the eco turf and some are made with materials that are biodegradable.
10:19 I would rather spend $40,000 on our parks as Commissioner Fraasch is suggesting rather than the $4,000,000 the Parks group is recommending. I walk by Bird Park almost daily and it is looking really bad.
There are a significant number of privately owned parcels of residential land, excluding commercial and school district property, in Lebo that equal or exceed 2 acres in size. Would the size of such properties meet a PA or USDA size criterion for culling ? There are at least 3 such properties in Ward 3 alone.
Owners of one such property volunteered their property for the last Lebo cull, submitted all the required authorizations and paperwork, but were never informed or were aware if culling had actually taken place on their property.
8:52 AM, owners would know if their property was used. It isn't like someone dressed like Elmer Fudd shows up and kills the deer. It is a bait and shoot process. Rotten apples are dropped by large buckets and left out for the deer. Over time, the deer will start to eat the apples. They will start to rely on this food source, coming back regularly for more apples. This makes it easy for Elmer Fudd, who aims and fires. Then Public Works comes by the next day to make sure that there aren't any deer guts left behind. Also, the gun shots are very loud. You will know if a deer is shot. The whole neighborhood would know.

"8:19 AM" is it fair for someone having to move out of their home that is filled with love and memories, because some people think the community is unsafe? Do you think introducing weapons in a densely populated community is a way to make the community safe?
I would rather see "pubic" money be used on sterilization. It is the safe way to go.

8:50 trying to keep an open mind, please tell us more about this eco turf. You write that it is more expensive than the tire crumb laden turf, but Kelly is showing only $388,700 for it's installation.
Is there something we haven't heard. The last time I heard any discussions on turfing a field the costs were well above $700,000.
8:19--to what "serious safety problem" are you referring? Having reviewed the scant available data I think any rational human would have a hard time framing deer in Mt. Lebanon as a safety problem and doing so with a straight face. If we had wolves or familiies of bear, I could see it. But deer? What's next, a groundhog cull? Are we going to have a Kill Phil day in the spring?

I think you should run for the commission again. I know that you have said that you will not do so, but it would give everyone the opportunity to show the amount of support your ideas have in the community.
9:41 Reading both of the proposals Commissioner Fraasch drafted on turf she has only suggested that the municipality pay for a portion of the turf. Private funding or the school would need to contribute to the project. I haven't listened to her presentations from last year or this year but reading them it appears she doesn't want to pay for the full cost.

Yes, it would. Just as there is no shooting permitted. The commissioners would have to amend their ordinances.

Of the 10 remaining items on Kelly's list I see quite a few wasted and unexplained expenditures with questionable justification offered for the spending.
It is unfortunate and shameful that Mount Lebanon is unable to start a Veterans Memorial and leave it partially finished. That really reflects poorly on the quality of Mount Lebanon government.
Shame on the Commissioners and Managers.
In my view, the alleged "safety" problem in ML is not with the deer but with drivers, the majority of whom travel way too fast.
The deer are wary of cars, but they can't contend with vehicles traveling at 40 and 50 mph.
