I'm sure that will be brought up. Whenever a resident challenges the school board, that person is chastised for hating kids. Well, think about this tonight, School Board Members, when you bring up toxic turf. The following photos were taken this summer on a hot day using a Fluke Thermal Imager – TiR32.  Self-explanatory.

So the turf is "for the kids." Same with the "Century* of Excellence Capital Campaign." Tonight's school board meeting should be interesting, or at least contentious.

Update September 11, 2017 8:54 PM Bits and pieces of the meeting.

• $910,000 is what is in the account now...big loss.
• Steinhauer is trying to put a positive spin on this.
• Timmy admits that $6 million was a stretch.
• Now there is infighting. Riemer and Remely are fighting. Remely making personal attacks toward Riemer.
• Regulation size football field for Rockpile...113.3 yards! Five options available.
• Riemer is being excluded from emails. (He replaced Cappucci on the Building Committee!)
• Jo Posti is back! She is selling the campaign. She wants to stop using the term, "Loan." She wants a reset. She is also over her five minutes.
• Lisa Dorn is begging for turf. She represented Kristen Linfante when I challenged her nomination petition.
• Elaine Cappucci is now selling the campaign. She is scolding the board members who voted no for the disbursements, while looking at Riemer. I'm guessing it didn't pass since the vote was 4-3. The solicitor said that there had to be five votes, but was going to look into it.
• Of course Dave Franklin had to say something. He supports the capital campaign. Did someone say turf? By the way, he wants turf on the Rockpile.
• Apparently, the contractor does not have to restore the Rockpile to its original condition. The contract had been amended.
• Even though the Capital Campaign financial records show a loan from the General Fund for $923,530.02, Jan Klein insists that it isn't a loan. Capital Campaign Financial Records

Ward 4 Democratic Candidate and his many interests UPDATED 091417

Some people have multiple hobbies and interests. Craig Grella, on the other hand, seems to have multiple conflicts of interest. Here are just a few. Perhaps his recent arrest and citation is only the tip of the iceberg.

Besides running for commissioner in Ward 4 on the Democratic ticket, Craig is a paid staffer for the PA Democratic Party. See Is this odd or what? So why is he involved with the Democratic Primary Race in the 18th Congressional District, which includes Mt. Lebanon and most of the South Hills? Mr. Grella is deeply involved with the PA-18 Campaign Coalition  - an association of grassroots activist groups tasked, all transparently of course, to find, select and support the winner of the Democratic Primary in the challenge to unseat incumbent Tim Murphy (R).

In fact, apart from his other roles with the Coalition, it's well known that he helped to design their website. The Coalition is supposedly neutral and claims to be run by "volunteer residents" of the District. By implication, the "volunteers" are not presumed to have a formal role with any political party or candidate. Aside from the flagrant disregard of neutrality and transparency, the notion of "paid volunteers" is absurd.

Does anybody else see a problem with this? Additionally, since Mr. Grella's activities on behalf of the Coalition are hardly a secret (he has been boasting about his "leadership" role with the Coalition at public and private functions for months), why aren't Democratic officials speaking out over these potential conflicts of interest?

More non-education money to be spent

The School Board meeting agenda for Monday, September 11, 2017 has been posted. Ironically, two agenda items that eat up our tax dollars with zero dollars going to education will be discussed.

3. Capital Campaign Disbursement - As part of our Capital Campaign, we evaluated the needs of the District and considered the wishes of our donors to identify a number of uses for campaign funds. The equipment list to be funded has been reviewed and approved by the committee overseeing Campaign allocations. The Board is being asked to approve the Capital Campaign disbursement of $25,000 for Middle School Auditorium and Music Classrooms Sound Equipment. Once the budget is approved, we will proceed with purchasing the equipment in accordance with any applicable bidding requirements, State Law and Board Policy. 

4. Options for High School Practice Field Playing Surface – The Board will review options for the playing field surface at the high school practice field. (And there it is. Turf for the practice field.)

Dan Remely and Elaine Cappucci, both running for re-election were co-chairs of the high school
renovation project and successfully kept the practice field option (as well as other amenities) out of the renovation to trick the taxpayers.

If $6 million is the goal and 25% has been raised, like it states, where’s the rest of the money?

25% of 6 million is 1.5 million but only $621, 473 has been raised. I’d like to add too, the document was last modified in February 2017 so the $621,473 is high, around $21,000 higher.

This is a very difficult area to be accepted in unless your well off and or Catholic. I heard this when I first moved here and I laughed it off but I found out it was true. You can find a few people who are really nice however, you just have to look very hard. It's the truth no one likes to admit!

How much of your donated dollar goes to the cause? Do our kids really need Outreach because they have anxiety of starting a new school year? What kind of a community is this where people don't feel welcome? Where kids need Outreach just for starting a new school year? Or where our Public Information Office declined to respond to Jason Margolis' questions: If someone from out of the area were considering moving to MTL, what would you say is MTL’s greatest strength or asset as a community? I don't know where to begin. I guess I will start with Mt. Lebanon's latest administrative report.

We knew that the "Crown Jewel" would be abused. Here in Mt. Lebanon, we can't keep anything nice. Sunflower seeds are a definite no-no. I warned them about the Field Turf lawsuits. Bid opening today. We told them about the garbage and the lawn chairs on Day 1. Even with the new sign at the Crown Jewel in Office Depot vinyl sheet protectors, there are sunflower seeds. On FieldTurf’s overall legal troubles, the lawsuit asserts the company “specifically knew that its fields would not last for the full eight-year warranty period due to structural inadequacies,” yet still told prospective customers that its product, more specifically its “monofilament” surfaces, would last at least 10 years.

Guess what the super secret turf task force recommended?

Speaking of final specifications, the Turf Project Task Force Recommendations included these specs, "To address the multi-purpose, heavy use planned for the field, the specification recommended for the turf will be a slit film with monofilament blend."

Monofilament surfaces. Yep, these geniuses were the ones who would not permit two Mt. Lebanon residents to attend the super secret turf task force meeting held at the Rec Center.

All this and we are only in Year 2. Next on the list will be turfing the practice field at the high school. You heard it here first!

Update September 2, 2017 6:35 PM Mt. Lebanon School District confirms 7 high school football players being treated for staph infections

Athletic Director John Grogan sent this letter to parents:

Dear Parent/Guardian:
I wanted to inform you that we have seven confirmed cases of Staph infections among members of our football team. As a precaution, we felt it was important to notify you about this. To prevent communicable disease transmission, the Mt. Lebanon School District follows the Allegheny County Health Department (ACHD) and the Center for Disease Control (CDC) guidelines for infectious diseases/conditions.

How can we prevent Staph?

Handwashing is the most effective method of preventing the spread of infectious disease. Wash hands thoroughly with soap and warm water or use an alcohol-based sanitizer. Keep cuts and scrapes clean and covered with bandages to aid in healing and to prevent transmission of infection. Avoid contact with other people's wounds or bandages. Avoid sharing personal items such as towels, clothes or personal items. On the recommendation of the ACHD, any student or employee who has been treated for Staph and cleared to return to school, as well anyone who has been or may be referred to their family physician for Staph screening, may return to normal activities as long as all wounds are completely covered and taped on all four sides.

What is the school doing?

We will continue to encourage good hygiene practices with students and staff. Soap dispensers and sinks are available in every locker room. The custodial staff will continue their daily cleaning and sanitization procedures in the locker rooms, washrooms etc. with cleaning products that have been approved by the ACHD. Additionally, one of our UPMC team physicians met with the football team student athletes and coaching staff to review safe hygiene practices.

What can you do?

We recommend that if you have concerns about your child's health, to contact his or her private physician. If your child is immunocompromised (i.e., HIV, cancer, leukemia, organ transplant, etc.,) contact your child's physician to ask for guidance. As always, information regarding a student with a diagnosed or a suspected infectious condition should be reported to the school nurse, principal and coach (if applicable). Student athletes should take all practice clothing home to be cleaned each evening. Finally, remind your student athlete to not share any personal items such as towels, razors, clothing, etc.

I want to assure you that we are doing all that we can to provide a safe and healthy school environment for our students and staff. In addition to contacting your own physician with concerns, please feel free to contact me or the school nurse.

MTL’s Good Things

Within the comments in response to August 2017’s Behind the Bubble, I was encouraged to focus more on the “good things” about MTL and write a positive story. I thought that this was a fair critique and endeavored to do so in this article.

I began by identifying 13 prominent MTL residents/figures who would be well-positioned to speak to MTL’s best qualities. Here is the list I compiled:

I received only one response – from Ward 1 Commissioner John Bendel:

Our greatest strength is an excellent quality of life that comes from friendships with neighbors, positive residential engagement, and access to quality resources – schools, amenities, and services. Mt. Lebanon is a smart investment in: Your family – a top notch school district, youth activities and caring neighbors, all within a safe environment that allows your family an opportunity to grow and thrive. Your quality of life – access to transportation, quality municipal services and many assets, including vibrant business districts, library and recreational facilities. Your finances – our properties are in high demand, which drives values higher, building equity in your home.

… One could hypothesize a number of reasons for the lack of responses to this question.  But it is impossible to know for sure.  The only thing that is certain is that John Bendel gets the last – and only – word in response to why MTL is such a good place to live.

On August 29, 2017, there was a white, sixty year old man outside of the Mt. Lebanon Public Library blocking people. From Facebook:

He was on his phone the whole time, saying very awful racial slurs etc and complaining about the types of people inside. He was loud and it was very scary for my son and I. He was there for well over an hour. I did end up calling the police, because no 60 year old man needs to be sitting at our library scaring people. Police did go and said he wasn't breaking any laws. HOWEVER... and this is the reason for my post .... the library director said it's against THEIR policy. No hate speech on their property and they implore us all go report him or anyone else directly to the desk as they can make him leave whereas the police can do nothing. It sucks. I can't even go to my own library anymore. Anyway, stay safe and if you hear him spewing his stuff report him. I have a picture but won't post it unless admin says it's ok.

The white deer attractant powder has resurfaced in Twin Hills Park. This is just in time for the deer killing again, which is starting September 16, 2017. Deer Management Archery Program FAQs Unfortunately for the hunter, the hunter assigned to Twin Hills Park can be cited.

Under Pennsylvania law, it generally is unlawful to hunt in or around any area where artificial or natural bait, hay, grain, fruit, nut, salt, chemical, mineral or other food – including their residues – are used or have been used within the past 30 days as an enticement to lure game or wildlife.

It doesn't matter if the hunter placed the deer attractant there.

Hunting over bait is a summary offense punishable by a $150 to $300 fine.
But like many violations of the state’s Game and Wildlife Code, one violation might mean others are present, too, Grohol said.
For instance, if someone hunting illegally through the use of bait kills a deer in that area, he or she not only would be charged with hunting over bait, but for unlawfully taking the deer – a charge punishable by up to an $800 fine and a month in jail, he said. There would also be a minimum $800 replacement cost for the deer, and if the deer was classified a trophy buck, the replacement cost would be $5,000, he said.

If attractant is found, the law requires the area be closed to hunting for 30 days after the bait and all residue is removed. But here in Mt. Lebanon, our manager and commissioners will tell you that they know nothing about the deer killing. That is why they are paying Tony DeNicola $9,000 - so they can say



Last year, I brought it to the attention of our manager, but since I couldn't get a lab report for the unidentified substance, my concerns were ignored, once again.

The State Supreme Court would not hear my case concerning the locations of the private properties. The irony of it all is that thanks to 12:06 AM, we do not have the right to know where the killing will take place.

Will private properties used for hunting be identified? Mt. Lebanon does not have a list of the properties. Property owners contacted White Buffalo directly and donated their properties based on a condition of confidentiality. The Pennsylvania Game Commission regulates all hunting in the state and permits hunting on private property, provided both homeowner and hunters follow Game Commission rules related to permits, safety zones, hours, etc. Game Commission laws supersede local ordinances. Owners are not required to notify the municipality that hunting is taking place on their properties.

 And the best part?

A statement from Commission President David Brumfield:

We have all seen the tragedy in Charlottesville, Virginia.  A tragedy both due to the violence that occurred ending a young life and in showing us the the darkest part of of human nature. The hate-filled message that the rally projected was one that unfortunately we have heard too many times before.  The ongoing coverage of these events has focused on how we respond to those who believe skin color, religious belief, ethnicity or sexual identity are cause for exclusion and violence.  One would hope that it would go with out saying where reasonable men and women stand on such an issue.  But the foolishness of a few forces us to stand and say what we all should already know to be true.  There is no place in this world for such hate.

Last year our community had a very different rally.  Our State Representative Dan Miller with the help and support of our Municipality and School District brought the community together to champion Unity.  It was a message of love over hate, inclusion over prejudice and understanding over ignorance.  This Commission and Representative Miller want everyone to know that we are still committed to the message of Unity, as we always shall be.  To our residents, neighbors, visitors and friends please know that though there will always be those who spew vile messages of bigotry and hatred, Mt. Lebanon is a place where those messages will be opposed by a community that has chosen Unity over hate.

On August 4^th Allstate was kind enough to donate another $5000 towards the Look Up Lebo Campaign.

Last year they did the same.

How much of this now $10,000 has been actually used to promote a sorely needed safety campaign in Mt. Lebanon; absolutely ZERO,

but yet, the MLPD wants us to believe that this money is being used for the Look Up Lebo safety campaign.

If Look Up Lebo is such an important community safety initiative, why are we sitting on $10,000 that could be used to promote it more effectively than just having a few banners and some stickers, which may be working just a tad? Did we get LUL stickers over to the library yet?

Why is there no reference to Look Up Lebo on the school district website? Or am I just missing it. We were told by Susan Morgans that the school district would participate.

Our school superintendent loves to retweet tweets and plagiarize his other tweets because at an astounding $205,000 salary can’t come up with an original thought. Why is he not tweeting about Look Up Lebo? Now that would be original, would it not be? Unless he copies and pastes from another source. And to add, doesn’t school start pretty soon…what an excellent time to remind students of being safe in our walking community.

Here’s another novel idea being that all my other suggestions have gone by the wayside because a peon resident came up with the ideas…how about if we have the superintendent, the municipal manager, the commission and the police chief all get together in a meeting room and brainstorm ideas as to how to effectively use the $10,000 that Allstate so generously gave Mt. Lebanon to effectively promote Look Up Lebo. In addition, invite citizens to share their ideas and thoughts.

This isn’t rocket science folks to promote this cause, just good ole simple thinking.

Controversial vote at school board meeting UPDATED

From the School Board Meeting Agenda for August 21, 2017:

Capital Campaign Disbursement: RESOLVED, That the Board approves a Budget for Capital Campaign initiatives in the amount of $26,750, and the reimbursement of operating costs of $12,600.

Hugh Beal abstained from voting until he could get more information about the Capital Campaign. Larry Lebowitz abstained because he donated to the campaign. I thought I had to adjust my TV because Mary Birks turned bright red when Sarah Olbrich, Mike Riemer, and Stephen Strotmeyer voted no. The vote was four in favor (Birks, Cooper, Moorhead, Remely),  three against (Olbrich, Riemer, Strotmeyer) and two abstaining (Beal, Lebowitz). Since it was a sizable dollar amount, Solicitor Tom Peterson will be giving his opinion in next week's school board packets. He said that it had to be a five vote majority, but with two abstaining, he believed that it would still pass, but he wasn't sure since this never came up before.

I had not watched a school board meeting for quite a long time, so I wasn't sure who Mary Birks was glaring at, but it appeared that she was glaring at Mike Riemer.

I really don't understand what this disbursement is all about. From the Discussion Agenda pertaining to this action item is:

Capital Campaign Disbursement –As part of our Capital Campaign, we, once, again, evaluated the needs of the District and considered the wishes of our donors to identify a number of uses for campaign funds. The equipment list to be funded has been reviewed and approved by the committee overseeing Campaign allocations for this purpose. The Superintendent recommends approval of this disbursement. The items include:
