I had been asking for more timely information on Mt. Lebanon Magazine's Facebook page, but they decided to wait until their SEPTEMBER issue to discuss flooding.

Elaine Trigg Gillen Seriously, what is Mt. Lebanon doing? There is nothing on the municipal website. Nothing about getting tetanus shots. Nothing about how to get rid of debris. Nothing about helping the folks in Bridgeville? You just want photos? Is this really a community with character? Disgraceful.

"...fees may be modified or added by the manager at any time." UPDATED

I saw an ad on mtl Magazine's Facebook feed the other day. Sending a copy of the ad and what I thought was a simple question turned out to be too difficult for our manager to answer. My question was, "How much is Lanz Associates paying for this advertising?"

After the usual multiple emails exchange with our manager, Keith McGill wrote:
"As such I cannot provide you with a specific cost for this ad."
That is very disturbing news to me. On one hand, I'm told that fees may be modified or added by the manager at any time, but on the other hand, Keith has no idea what the cost was for the ad. Very disturbing.

It is frustrating to constantly hear, "I don't know" or "I do not have that information" from the person who SHOULD know or have that information. If it is not available, how about taking that extra step to find the answer?

Good morning Elaine,

As I indicated in my previous response, sponsored content is a new product being offered to advertisers. As such, we are still trying to determine appropriate pricing.

It is possible that the pricing may need to be adjusted for online and sponsored content based on advertiser interest and response. This will take some time to determine.  I anticipate that we will be able to include the prices in our media kit next year.

I think the important thing is that the magazine has identified another revenue opportunity that will potentially allow us to continue to deliver important information on municipal programs and services to our residents in a cost effective manner, with the added benefit of promoting what a truly exceptional community we live in.

Baiting started

 The contract between MTL and White Buffalo states that WB needs three weeks of baiting. Assuming (and you know what happens when you assume) the baiting started on January 30. Three weeks of baiting takes us to February 20. 






Team DeNicola is being paid for 10 hours per day but look at the hours they can actually work per day:

7 hours per day on private property (4 PM - 11 PM)and 5 hours per day on public property (6 PM - 11 PM). Where else but Mt. Lebanon can you work for five hours and be paid for ten, especially at $95 and $110 per hour? I know that Susan Morgans approves 15 minute work days. Maybe she is the brains behind this.

The sad part is, that once the baiting period is over and they do start shooting, they are only required to stay here for 12 days and there is no minimum on the number of deer they are to remove, just a maximum of 100. Think about this…why would you put a maximum number of 100 if you didn’t think up front that there weren’t that many deer left to remove?

That’s close to $7000 per day to remove just a few deer. This deal was poorly negotiated by our elected officials.

Talk about being fiscally irresponsible, here is the December Expenditure report
  • $707.62 to feed our commissioners before the meetings in December. 
  • a 30% deposit of $588 for the Municipal Holiday Party
  • Printing for the magazine was $14,025
  • Magazine Manager software and set-up $493.00
  • $800 for stock photography from Getty Images. Did we come to the conclusion that the cells phones take excellent photos? Or do we have to buy stock photography because we have stealth deer?
  • 2 one way flights for our firemen, who put their lives on the line for us, cost $30.45. 
This is a disgrace.

Warning: This might get some folks p.o. at the PIO

Warning: This might p.o. some advertisers and/or taxpayers. The mtl Magazine Ad Revenue for 2016 spreadsheet is here.

It appears that many advertisers are getting reduced pricing. Lebo Citizens reader and watchdog Nick M. ran a quick check and found the following discrepancies.

Howard Hanna should be paying $2180 per issue, they get billed $1962…loss of $2180 per year
Coldwell Banker should be paying $2615 per issue, they get billed $2353…loss of $2620 per year  
Berkshire Hathaway pays full price but Howard Hanna and Coldwell Banker get a huge discount.  
Sewickley Spa should have paid $1855 for their ad, they got billed $1000…loss of $855  
Knepper Press should have paid $695 for 7 ads, they got billed $0…loss of $4865   
Jade Grill should be paying $1755 each for 2 ads but only paid $1000 each…loss of $1510  
Quite a few more too. 
I was happy to report that the PIO had a 2017 budget cut of $4,070,  but as Nick pointed out, "There was a one-time $10,500 expenditure added as a service level in 2016 to redesign the lebomag website. That expenditure won't be needed in 2017." The PIO 2017 Budget essentially had a net increase of $6,430!

So why are some advertisers getting a special deal?  Why did the PIO get a net increase of $6,430? Why does Howard Hanna get a special break? Is it because a commissioner is employed by Howard Hanna? Why does the Library get billed for advertising? Public Works? Why do Outreach and Medical Rescue Team South have to pay for advertising when they receive funding from MTL? Why does Mt. Lebanon Recreation Center pay for advertising? They are one of the larger advertisers in the magazine.  How can the PIO get away with all of this?

Did they or didn't they?

The commissioners were suppose to approve a tax increase last night, but unless you went to the meeting, there is no way of knowing until you wait for the video of the meeting.

I sent this email to our commissioners:

Commissioners,
If you voted to raise our taxes last night, how about a LeboAlert telling us about the tax increase? There is no mention of a tax increase on the municipal website. The School District updates their website right after their meeting. The only mention of the commission meeting on Facebook is a photo of Kelly Fraasch and the junior commissioner.

This is how Keith McGill responds to Nick Meduho's questions about his recommended budget.

Mr. Meduho,
This email will serve as a response to all of your emails related to the Manager's 2017 recommended budget. Until the Commission approves/adopts the budget in December the budget is a draft document and as such the numbers are subject to change. To continue to expend staff time to provide a response to numbers that are subject to change is an inefficient and fiscally irresponsible use of taxpayer funds, therefore there will be no further response to these requests. 
Nick's options were to ask his questions last night right before the budget got passed.

So much for direct access to timely, relevant information.
The award-winning Mt. Lebanon Magazine is the only official magazine of Mt. Lebanon municipality, with direct access to timely, relevant information that goes to every home and business in Mt. Lebanon.

Wait. What? UPDATED 2X

Email sent to Keith McGill and Commissioners at 5:29 AM this morning.

Keith and Commissioners, 
According to mtl Magazine, the archery program has concluded. Are you aware of that? This is the best news I have heard in a while. I hope it is true.

What I didn't question from the article:

There were residents who were injured or damaged. I, for one, couldn't look at a covered pickup truck without wondering how many dead deer were under the cover. I lost a huge amount of sleep. I had to go on antidepressants. I know I am not alone.

The woman cited for trespassing never tried to stop a hunter from removing dead deer carcasses. Can this be mentioned in the article, if the case is being appealed? I don't know since I am not a lawyer.

Are the commissioners really going to continue evaluating non-lethal means of controlling deer?

Apologize for any confusion?I'm sorry, but you have to do better than that. What are you or the PIO going to do to eliminate the confusion and correct this extremely irresponsible oversight?

The archery program is scheduled to conclude on January 23, 2016. The article you attached is from the January/February issue of the Magazine. In retrospect a better choice of wording would have been to simply reference the January 23rd date.
While I did not write the article, as the publisher of the magazine, I am ultimately responsible for review and approval of the content.

Good afternoon Ms. Gillen,

I wanted to provide you with an update on this issue. As of this email Ms. Morgans indicates as follows:

1) I rewrote the article on Lebomag.com (and included a lot of new information we did not have at the time we went to press. I then placed a post on Facebook directing people to the new and correct information on Lebomag.com and also provided a link to the reports on Facebook.

2) I had IT place a Clarification under Deer Management on the home page, noting that the magazine article was not correct and the the hunt would continue through the 23rd. I also directed people to the updated Lebomag story and the reports on the municipal website.

staying informed

In the September 2014 issue of mtl Magazine, our Public Information Office has printed a very helpful guide to staying informed in Mt. Lebanon. In another article from the same issue of mtl Magazine, there is a link to Whirl Magazine for those interested broader coverage of Pittsburgh. It is available by subscriptions or on newstands.

We know you care about what happens in Mt. Lebanon, but we also know you’re busy—it’s hard to find time to attend a Commission meeting after a long day at work, when you’re catching dinner on the run, taking kids to sports event, helping with homework and supervising baths.

And if you don’t have kids at home, you may be at a time in life where you’re enjoying the chance to travel, do volunteer work, take long walks with your dog or try to get a handle on news that happens in the wide world beyond Mt. Lebanon.

Including busy residents in conversations about local government decisions is one of the Mt. Lebanon Commission’s and staff’s major goals. We want the “silent majority”—not just those who have an up close and personal stake in an issue—to know what is taking place before the Commission makes decisions and spends tax dollars, because decisions often set precedents and have wide-reaching implications.

So how can you keep informed and, when you wish, express your opinion? Here are some tips:

Read Mt. Lebanon Magazine in print or online.

Read other reputable local news media, including the Post-Gazette, the Tribune Review and The Almanac.

Use Mt. Lebanon’s social media. Become an mtl Facebook fan; check out the municipal homepage regularly and familiarize yourself with its search features; subscribe to LeboALERT (click on the button on the home page) for updates about meetings, events, safety alerts, traffic and road conditions and other important things.

Check out the Commission agendas for the discussion and regular meetings that take place the second Tuesday and fourth Monday of each month at 6:30 and 8 P.M. respectively. These agendas are posted the preceding Friday.

If you have questions or need clarification on issues under consideration, call or email any department head or Municipal Manager Steve Feller. (All are listed at www.mtlebanon.org; click on “Departments.” If you don’t know whom to call, Public Information Officer Susan Morgans, 412-343-3780, smorgans@mtlebanon.org, can direct you to the right person. You also may call or email your ward Commissioner or all the Commissioners.

Be sensitive about when you call them, but do not worry about “bothering” them; that goes with being an elected official.

If you have formed an opinion, use the E-comment feature of our Granicus videotaping system to share it with the Commission. Our video system not only broadcasts commission meetings in the days following the meeting but also permits you to comment on agenda items right up until the afternoon of the meeting.

This E-comment feature has been underutilized so far, but it is a simple way to let the Commission know how you feel about an issue prior to a discussion session or a vote.

You may comment on an agenda item as soon as the agenda is posted. If you sign up under the “public meetings” category of LeboALERT, you will receive a text or email when a public meeting agenda is posted.

Talk with your neighbors. If you find you have a shared concern about a community or neighborhood issue and everyone can’t attend the Commission meeting, appoint a delegate or delegation who can attend and share the message you’ve all agreed upon. If several people are able to attend, ask each one to address a different aspect of the issue so they’re not repeating each other. If no one can attend the meeting, contact your ward
Commissioner or all the Commissioners.

Depending on your issue, attend an advisory board meeting (such as planning, parks or historic preservation) or review their agendas and minutes. Agendas and minutes are online as are videos of board meetings.

Most of these volunteer boards, which advise the Commission, meet monthly. All accept public comments that eventually may be included in a recommendation to the Commission.



Watch videos of the Commission’s discussion sessions. The discussion sessions, which begin at 6:30 p.m. before the regular 8 p.m. meetings, is where Commissioners talk about issues that may come up for vote. These meeting videos are online, permanently archived by topic. You’ll find out about evolving issues in time to share your opinion with the Commission, in person, by phone, letter or email or via E-comment.

If you really care about an issue, share your opinion at a Commission meeting. (Don’t assume that just because a lot of people are talking about an issue someone who agrees with you will show up!) Public comment is always at the start of the regular meeting, and you are free to leave as soon as you have spoken. If you want to speak, sign the sheet at the back of the room and remember that comments are limited to five minutes per speaker. And comments are preferable to questions, although depending on the time available, Commissioners may be able answer a question.
