Another Budget "Fast One"

The School Board is at it again. Under law, the Board must have the final budget available for inspection for thirty days prior to the vote. According to their web page Budget News, the final vote will take place on May 20, 2013. The following is on the Home page:
School Board Approves Proposed Final Budget
At the April 15,2013 Regular Board meeting, the School Board approved a Proposed Final Budget for the 2013-2014 school year in the amount of $83,249,503 at a millage rate of 27.67, an increase of .54 mills over last year's budget. The Board will vote on the final budget at the May 20 School Board meeting.
I sent this email directly to Jan Klein since the Board tends to ignore my emails.
Ms. Klein was kind enough to respond.

In addition, the District Budget page has included the video of the April 8 meeting. The April 2 Budget Forum was never uploaded to the District website. As it has been pointed out many times here on Lebo Citizens, I asked nine questions at the Budget Forum and was treated rudely by Mrs. Birks and Mrs. Cappucci.  In addition, Mt. Lebanon resident Bill Matthews gave an excellent presentation and was treated rudely by Mrs. Cappucci.

I presume that the Budget is available in the District Offices somewhere, in the meantime. If not, they are pulling another fast one, as they are with not posting the Budget Forum.

Section 687 of the school code:

"The [school] board of each school district ... shall, annually, at least thirty (30) days prior to the adoption of the annual budget, prepare a proposed budget of the amount of funds that will be required by the school district ... for the following fiscal year."
This is the proposed budget, not the final budget.
"The proposed budget ... shall be ... made available for public inspection to all persons and shall be made available for duplication to any person, on request, at least twenty (20) days prior to the date set for the adoption of the budget."
Again, this is for the proposed budget, not the final budget.

The [school] board ... shall, at least fifteen days prior to the time final action is taken on any budget, publish...notice that such proposed budget has been prepared and is open to public inspection at the office of the board of public education. Such advertisement shall include a notice of public hearing on the proposed budget, scheduled for at least ten days before final action is taken upon any budget."

"In order to enable the board of school directors in school districts of the second class to levy and assess the necessary school taxes required by such school district each year, the city clerk or other proper official required by law so to do shall, annually, on or before the first day of April in each year, at the expense of the city, furnish to each school district of the second class for its use, to be retained by it, a properly certified duplicate of the last adjusted valuation of all real estate, personal property, and a list of all residents or inhabitants made taxable in such school district of the second class, stating the name of each taxable, the valuation, and kind of property assessed."
This was done by Allegheny County, but our District chooses to set millage based on the old 2012 assessment.

Thank you for the clarification.
So what about not uploading the April 2 Budget Forum on to the District website? "School Board budget discussions will be posted on this website." I guess SOME, not ALL.

It's either a proposed budget or a final budget. There is no such thing as a proposed final budget.

"Final action shall not be taken on the proposed budget until after ten days’ public notice."
If the final budget is being adopted on May 20, then all is good as long as the proposed budget is in its final form on May 10. Yes, our District is of the Second Class.

According to the School Code a second class district has a population of 30,000 or more. That is all it means.
