Triple J is history UPDATED

Jody Jodi Joe D. Maddock will not be heading the archery program this year. It appears that Mt. Lebanon is going to get the head honcho of White Buffalo, the patent holder of corn and apples - Dr. Tony DeNicola. Tony will be charging us $9,000 to vet the volunteer archers. I'm not sure what went wrong. The purpose of having Triple J last year was to lay the ground work for future archery programs by introducing the archers to the residents who wanted deer killed on their properties.

Car/deer collisions were at an all time high this year. Here are the numbers:

From Jan. 1 - June 30, 2016 47 car/deer collisions
From Jan. 1 - June 30, 2015 18 car/deer collisions
From Jan. 1 - June 30, 2014 17 car/deer collisions
From Jan. 1 - June 30, 2013 19 car/deer collisions

It couldn't be because deer were being hunted from September through March and tend to run frantically into streets during those times, could it? No, of course not. We must kill more deer is the Mt. Lebanon Municipal mantra.

I believe the commissioners will be voting on the $9,000 archery program on August 9.

Update July 13, 2016 11:10 AM A court ordered conciliatory meeting between Scott Township and Mt. Lebanon over killing rights in Twin Hills will take place on Tuesday, July 26, 2016 at 11:00 AM in the City-County Building on Grant Street. That should be interesting. MTL is NOT backing down. They are planning to kill deer in Twin Hills this fall.

No surprise, but the Office of Open Records granted my SECOND RTK appeal today. The second appeal is identical to the first appeal, just different dates. They cited Gillen v Municipality of Mt. Lebanon in their final determination.

McNeilly Park is back in the shooting plan. Two pickup trucks were spotted at the entrance to McNeilly Park today, a white pickup truck with PA plates and a grayish pickup truck with out of state plates. There is only a sliver of land that is outside of the 1000' Federal Gun Free School Zone. Clearly, they are shooting there for the numbers, not to reduce deer/vehicular accidents by 50% in five years.

Update February 24, 2016 6:54 PM It looks like Tony DiNicola made a boo-boo on the final Final Report. Plus, no info on the bait or in which QUADRANT the deer were killed. Here is the correspondence I had with Keith McGill.

Good evening Elaine,

I spoke to Tony and he indicated that the omission of the Conservation District from the final archery report was an oversight on his part and he apologized for the error.

The final reports from 2006-2008 were provided by USDA. The municipality currently tracks deer/vehicular collisions by location. This information is useful in determining where to post deer crossing signs. I'm not sure what the statistical correlation would be between where deer have been removed and deer/vehicular collisions given the municipality's open deer population and typical range that a doe or especially a buck will travel. In my email response to you on February 4th I wrote:

Good afternoon Elaine,

The information posted to the website today for the archery program represents the final deer removal numbers for the program. There will be another a final report that includes additional information related to the program. Since we have not yet received the report I am unable to provide you the specifics as to what that other information will be.

I did not indicate that the report would include locations. The report as posted is final. I will add a note regarding the use of the Conservation District.

As to the type of bait being used or the method being used to place the bait, this is an operational issue and as such Chief Lauth or Deputy Chief Gallagher may be a better resource to provide a response.

There are a few issues that I would like to bring to your attention. I do not see the Conservation District listed for the archery program. At Election Day, I spoke with Temp Smith (Steve M., you may have been standing there at the time) where as of Election Day, they killed sixteen deer from the Conservation District behind his house. Temp lives onWhite Oak Circle. He said that the archer was courteous and even asked him if he wanted any meat. Temp's only complaint was that at one point the coyotes had gotten to the deer before the archer had a chance to get it. You will have to check with him directly on that. My point here is that the Conservation District was not mentioned at the meeting or in the final Final Report.


Second, in the first two years of deer killing (2006-2008) the summaries included where the deer were killed. The first year was rather specific. The second year, the deer killings were plotted by quadrants. In order to track the deer/car collisions, it is necessary to know the number of deer killed from which areas. Keith, you had stated that the information would be in the final Final Report. The records from the previous years are still available on the municipal website. Would you please get that information from White Buffalo and have them or the municipality plot which areas the 104 deer were killed being consistent with past years?


Finally, what kind of bait is being used for the "sharpshooting?" What is the method used for spreading the bait?

Jaywalking Ordinance Passed Unanimously UPDATED

The TV cameras were at the commission meeting tonight. Three people spoke against the jaywalking ordinance. It didn't matter. The commissioners' minds were made up. Fines up to $300 for anyone caught jaywalking. I guess we now have a walking tax.

Speaking of walking, Jody Jodi Joe D. spoke via telephone to the commissioners tonight concerning the "successful"archery program. Approximately 2% of the wounded deer got away. Kelly asked where they went and Jody said they just got away. Jody was proud of the fact that the number that got away was only 2%. Usually, it is around 5%. For future archery programs, Jody would like to see hunting over bait. There are some counties that permit that. He wants archers who aren't police officers to kill deer in our parks. Twin Hills should have been allowed. Mt. Lebanon is a private property owner of Twin Hills. They could have gotten lots of deer there. Jody wants White Buffalo killers (archery and guns) to be able to ask people for ID, who are walking through the public property during killing. If they don't have id, then the cops are called. They could be poachers or people interfering with a hunt.

Dr. Tony DeNicola is one-stop shopping. He does it all. Archery, sharp shooting, and sterilization. You name it - Tony's your man.

Tony's company, White Buffalo, was the only company to submit a proposal for sharp shooting by 10:00 AM yesterday morning.

White Buffalo, the firm who is coordinating the archers in Mt. Lebanon, won't release the number of kills until the end of January.

“If I start announcing numbers, it causes problems. I wait until the end of the season,” Maddock said on Monday. [Problems for whom?]

Update September 28, 2015 10:02 PM The deadline for the RFP for sharpshooting was 10:00 AM this morning. Mt. Lebanon only heard from one firm. Guess who? White Buffalo. sigh. Coleen Vuono wanted to vote tonight on sharpshooting. Of course.

How about this teachable moment?

At Jody Maddock's recruiting meeting, someone asked about the impact of killing in front of children. Mr. Maddock said that we are at the top of the food chain and that if children see a dead deer during the archery season, it would be a "teaching moment." In talking with other members of the community, we find this offensive.

One Mt. Lebanon resident, taking Maddock's suggestion to the extreme, said that if we want teachable moments, why don't we just take our kids to Rockview, a Pennsylvania Department of Corrections prison ironically located in Benner Township so that they can witness an execution.

I placed another order of yard signs yesterday since the supply is dwindling. If you have a sign, thank you! Plant it in your yards, if you haven't already. When, not if, people ask you how to get one, you may give them my email address, EGillen476@aol.com.

Mt. Lebanon Commissioners will host archers in our golf course and public parks for five months starting September 19. Some Mt. Lebanon residents will be using their yards as killing fields. To avoid any confusion, these signs are available for your yards with a $5 donation.

Mt. Lebanon will be posting new warning signs during the next five months. Private residents who are volunteering their properties to kill deer, will not.

Deer killing informational meeting #2

The second meeting to recruit residents who wish to donate their properties for killing deer was held this evening. It was the same presentation as the one given on Saturday. I asked Keith McGill, prior to the meeting, if Mt. Lebanon was recording the meeting. He said that "It was decided not to record the meeting." Then he clarified "It, not me." Things I learned tonight:

• There is no goal of 100 deer, as we were told by the commissioners. There is no cap. There is no minimum.
• If a child sees a deer dying, it should be handled as a teaching moment.
• We're at the top of the food chain.
• Everyone is responsible for killing deer, even vegetarians. Farmers kill animals to protect the crops which vegetarians eat. If we fly on an airplane, animals are killed on the runways and in the air. (Approximately at the 1:08:00 time stamp)
• There is no way to stop poachers.
• When Jody Maddock interviewed archers, he never asked the ones who admitted to hunting deer in Mt. Lebanon if they were observing the 50 yard safety zones. It wasn't any of his business.
• Of the 60+ private properties , about "ten-ish" qualify.
• There will be a count given to us at the end of the archery season.
• There were no commissioners at either meeting. The only staff member in attendance at both meetings was Municipal Planner Keith McGill. On Saturday, Former Finance Director Marcia Taylor volunteered her property.
• One resident asked if permission from neighbors must be obtained every year. Maddock said no. Keith McGill said yes. He said that approximately 600 homes are sold every year in Mt. Lebanon, so yes.
• Saturday's presentation was more graphic. Maddock toned it down this evening.
• Jody Maddock said that I was very nice on Saturday. I replied that I'm always nice. Michalina laughed. In fact, it brought a smile to the faces of all the haters.
• John Hayes was not there this evening.

About the same amount of people attended tonight as they did on Saturday.

Someone sent me a copy of the June 30 proposal made by Anthony DeNicola and Jody Maddock.

The deer estimates are all over the place. I knew Wildlife Services was back in the picture. They were looking at my blog. USDA Wildlife Services were the killers from 2006-2008. I have an accident report about those clowns on my website, lebocitizens.com. They weren't drug tested, couldn't cite the safety rules, and were known to shoot themselves in the foot or through the floorboard of their trucks.
