The Commission of Mt. Lebanon, PA intends to hold a public hearing on, and consider for enactment, the Ordinance (Bill No. 3-17) entitled An Ordinance of Mt. Lebanon, Pennsylvania Amending the Mt. Lebanon Administrative Code Regarding Employees at the Library. The Ordinance clarifies that Library personnel will be subject to all Municipal rules, regulations and policies, including the Manager's power to appoint, suspend or remove said personnel. 
The public hearing will take place on April 11 at 8:00 p.m., in the Municipal Building, 710 Washington Road, first floor Commission Chambers. 
A copy of proposed Ordinance (Bill No. 3-17) may be reviewed at the Municipal Manager's Office, 710 Washington Road, during regular business hours between 9 a.m. and 5 p.m., Monday through Friday, and copies are available for a fee not greater than the cost thereof.

Update April 7, 2017 8:39 AM I really didn't understand what this was all about, so I emailed the commission. Here is Steve McLean's explanation:

Elaine - the ordinance is designed to confirm that all municipal employees are governed and fall under the same HR rules and requirements. It will not affect or change the day to day services provided by the library staff and its leaders. Nor will it change the library management responsibility for the staff. The library employees are municipal employees and should have and deserve the same HR consideration as do all municipal employees.

I have just discovered the cutest project happening right in our own parks! Pittsburgh Rocks is a public group on Facebook. Paint a rock. Hide the rock. Find a rock? Log in and then hide it somewhere else. Sooo cute!

Our group exists as an act of random kindness to unexpectedly brighten someone's day one rock at a time and to pass it on. That is our mission; our goal. In doing this, we receive benefits as well. When we are creating our mind is moved away from the stress in our lives and the issues in the world. When we hide rocks we are giving and that just feels good. When we are looking for rocks to paint and looking for painted rocks we are out in the fresh air and sunshine. When our rocks are found and posted, we are overcome by excitement.
Take a walk and find a rock. Paint the rock and hide the rock!! We are painters and hiders. We are not hunters. We hope our finders join the group and become painters and hiders too!
Be respectful!! No rock should contain any insulting picture or language. Please do not paint rocks regarding political issues, hot topic issues or issues revolving around adult concerns. Do not paint rocks with awareness ribbons or cause logos. We are not that kind of group. Our only platform or sharing kindness. The rocks are not bumper stickers. They don't have an agenda other than sharing kindness and brightening someone's day.
This is meant to be fun for all ages and abilities.
The sky is the limit to your options. Search "painted rock" in Google and Pinterest for ideas. Check out our group for ideas too! Don't worry if someone has painted a ladybug. Paint another! Gather your inspiration from us. Have fun!!
On the back of your rock direct the finder to our group so they know what it is all about and ask them to "Re-Hide Me". Attach them to your rock by decoupage. Use mod podge (the paste). Don't forget to seal the back of your rock too!

The kids look forward to hiding their painted rock and seeing that they have been found when a finder posts a picture to our group. The pictures of your completed rock and the picture of your found rock are an exciting, important part to this process. Please share your pictures!
If there are not rocks in your area to find, please paint and hide rocks. Please find enjoyment in creating rocks and sharing with others. It is what we do. It is who we are. Grow your area by becoming a painter and hider.

Our children's safety is our number one concern as it is yours but we love seeing their smiling faces with their finds. I want our children protected as best as they can be on our public page. Children's pictures should never, ever list a location or anything that would give a stranger an idea of your child's whereabouts, routine or schedule.

Please re-hide your rock. If you find a rock that your child just can not part with. Feel free to hang onto the rock for awhile but please participate by creating your own rock for others to find. When the excitement has worn off for your little one, please re-hide the rock. The rock was painted to bring unexpected joy and should be re-hid to continue to bring joy to other people.

How to Paint Rocks!!
1. Be sure to clean your rocks so the paint adhere's.
Be sure your rocks are very dry before painting. Rocks are porous. Water inside your rock will bubble up your artwork and the label. When in a hurry or anytime, place the rocks on a parchment paper lined cookie sheet in a 350 oven for 10 minutes. I turn the oven off after 10 minutes and let them cool in the oven giving them a longer drying time. More is not better. Rocks have water in them. Heat turns water into steam. Steam explodes rocks.
2. Paint your rock with acrylic craft paint.
3. Use mod podge (the paste) to decoupage a label on the back of your rock so that your finders know what this is all about. See the files folder for labels. Apply modge podge to the back of your rock where you are placing the label. Apply mod podge to the back of your label (edge to edge). Be generous with the mod podge. Be sure to press all bubbles and creases out of your label and secure all edges. Let dry overnight and apply another coat over the label. Again, to be safe allow to dry overnight before moving on to step Number 4.
4. Spray your rock with an outdoor sealant. I use a clear spray paint that says "seals" and "protects". Find it in the spray section. It is very important to seal your entire rock to protect your artwork
and the label and to prevent water from getting into the rock. Again, water in your rock will bubble up your artwork and label.
Most of us use Rustoleum Clear Coat Spray Paint. You can also use Duraclear. Duraclear is a non aerosol sealer that can be used indoors.
5. Post pictures of your rocks on our wall before hiding. Using your own unique hashtag will help you track your rocks.
6. Hide your rock and wait for your finders to post pictures.
Remember not all finders post pictures or re-hide but we keep going on to reach others in the Pittsburgh area. Don't get discouraged if your finder doesn't post a picture. Some finders don't have Facebook and some just re-hide and it is found by someone else who posts. We keep going on! The more we grow, the better we will be. Together we can do this because Pittsburgh Rocks!

Republican candidate for Ward 4

Bob Fischer is the Republican candidate for Ward 4. His name is familiar to many. A year ago today, April 4, Fischer became the first recipient of the Mt. Lebanon Community Service Award, which will be presented annually to a volunteer who helps improve the quality of life in the municipality. Newsmaker: Robert F. Fischer

A volunteer firefighter, Bob also administers the Mt. Lebanon Citizens Fire Academy. Bob also served on the Zoning Hearing Board, Civil Service Board, as well as volunteers for Lebo Relay for Life, the Halloween Parade, and the Mt. Lebanon Rotary Club.

By trade, Bob is the code enforcement officer and building inspector for Scott Township.

April 2017 Behind the Bubble

At The Bubble’s Edge: Interview with Green Tree Mayor Edward Schenck

In my December 2016 introduction of the Behind the Bubble column, I promised that the series would examine “what lies behind the surface just below, and beyond, the bubble’s rim.”  This month, we take a look at MTL by talking to the leader of its immediate neighbor, Green Tree Mayor Edward Schenck (D).  In this article, we talk with Mayor Schenck about what it is like to be MTL’s neighbor, what a mayoral system looks like, and learn more about how local controversial issues (like taxes and deer management) are viewed in very different ways – just across the yard.

Green Tree Mayor Edward Schenck, who is about to complete his first 4-year term, is getting ready to run again in the May primary.

A trial attorney for over 35 years, Schenck has lived in Green Tree since 1982 and participated on numerous commissions before being elected twice for the Council beginning in 2006, again in 2010, and then as Mayor in 2013.

Governmental Structure

Schenck commented that although Green Tree has a mayor, and Mt. Lebanon does not, the governmental structures are more alike than dissimilar.  He said that the mayor is more of a “figure head,” and is only really “in charge” of the Police Chief (although even with the Chief, the Mayor does not have the power to hire, fire, or even determine raises).   There are 7 Council members elected at large – which is different from Mt. Lebanon’s 5 “Ward” system. 

Similarly, however, elected officials receive small stipends.  Whereas MTL Commissioners earn approximately $3,500/year, Green Tree Council members earn about $1,500/year with Mayor Schenck receiving approximately $4,200/yr.

While Green Tree’s population is about 5,000 people vs. MTL’s 33,000, Schenck explained how both entities are in the “mid-range” of size for a municipality, which generally means that the elected officials receive smalls stipends and people in key full-time positions (like the Borough Manager and Director of Public Works) make close to 6-figures and run the day-to-day operations.  In contrast, Schenck explained how it is either very small municipalities in rural areas or big ones in urban areas that are more likely to have full-time elected officials running the operations.

Similar to MTL, Schenck said it is the Council’s job to keep close watch over the work of the non-elected Green Tree employees.  With about 1/6th of MTL’s population, Green Tree has 7 Council members and a mayor for this oversight, whereas MTL has only 5 Commissioners.

Taxes

Green Tree has a budget of about $8M and Schenck says they “haven’t raised taxes in 10 years.”  When Allegheny County conducted its reassessment program several years ago, Green Tree lowered the millage and “still made more money.”  When asked whether Green Tree engaged in a spot reassessment program, like MTL’s Newcomers Tax, Schenck said they did this “only with a couple of businesses – not individual residents.”

Schenck further explained that Green Tree has a number of revenue sources that make raising taxes on individual residents unnecessary, including a Business Privilege Tax and Real Estate Transfer taxes.  Additionally, Green Tree focuses its budgetary priorities on “excellent road and recreational programs,” while placing extra money from windfall years in a “fund for a rainy day … when we are tight on the budget.”

Mayor Schenck says this fiscal strategy has not only allowed Green Tree to maintain taxes at their current level, but also to recently be raised two notches in S&P’s bond rating to AA+ (the 2nd highest possible).  In 2014, Moody’s lowered MTL’s rating to Aa2 (the 5th highest rating), citing concerns over a “declining fund balance.”

Schenck was particularly proud of how Green Tree’s strong rating recently allowed the borough to refinance their debt at a lower rate, saving the taxpayer’s significant amounts of money over time.

Deer “Management”

As we began to discuss the issue of deer management, Schenck couldn’t help but to smile and quip that he “thanked Mt. Lebanon for putting up ‘vacancy signs’ for the Green Tree deer” by seeking to get rid of their own.

Schenck also recalled when Green Tree was at a crossroads with this issue: “In 2005, they were going to hire archers to kill deer.  The council meeting was packed with deer lovers … the council backed off, and decided it’s not worth fighting all these people.”

While acknowledging that deer pose a minor risk, Schenck says that there has never been a major deer-vehicle-collision (DVC) accident in Green Tree (there has never been one in MTL either) and that with no cull last year there were actually fewer DVCs than the previous year (with a cull, MTL’s DVCs increased by about 50%).  Schenck also expressed concerns about the use of rifles to kill deer as “that poses some danger … if you don’t have a clean kill, what does the deer do?  It can run and cause an accident.”

Schenck added, “In my opinion, [the MTL cull] is not about car accidents.  It’s more that people don’t want their shrubbery damaged.”

What Is It Like Being MTL’s Neighbor?

Mayor Schenck spoke to the positive things about being next to MTL.  These included Green Tree’s proximity to the shops, the restaurants, and the overall MTL business community.  He compared it to being an individual homeowner where “If you own a house, you want the house next door to be in good shape … it increases your value.”

Schenck had nothing negative to say about being next to MTL, adding that there is “no real competition” between Green Tree and MTL.  “It’s just accepted as a higher economic area.  That’s just the way it is.  They [MTL] might compete more with Upper St. Clair.”

Looking Ahead

Thinking about some of his goals during a second term as mayor, Schenck said that he was not planning any “drastic changes.”  He added, “We want to keep recreation continuing, keep up our parks, continuing our road program … We are also proud of our library.  We want to keep the businesses happy too.”

To end the interview, I asked, “Green Tree – one or two words?”  Chuckling to himself for a minute, Mayor Schenck replied, “The borough is two words, but the street is one word.  I once had someone insist to me that it was otherwise.  He did not know I was the mayor.  I just let it go.”

Heart wrenching apology

I am cross posting a comment from Bait.  It is a heart wrenching apology from one of Merlin Benner's former employees. 

Hello all, sorry to hear your deer. My position has just been terminated at Wildlife Specialists so I thought I could inform you of the absolute debacle and sickening display of so called professionalism from this company. I was apart of the job that only took 6 deer from your township. I would like to officially apologize to all residents whether you were for it or against it. What I was apart of will haunt me forever. I do hunt legally and feed my family by doing so but what WS did in your township was horrific and an absolute display of arrogance and should not represent real hunters. I witnessed 5/6 deer taken that year. I never once did any of the shooting bc I was against using a weapon I had no practice with. The so called "professional shooters" were definitely not trained nor professional. They are basically your average hunter with big heads and chips on their shoulders. On the very first night there were 11 shots fired for 3 deer in those stupid corrals. That was the most horrific thing I've ever witnessed in all my life. The first 3 shots were fired while Benner's little brother was literally saying "I can't see" and fired anyway. There should have been a law suit filed against that BS of a company. Only one deer was shot somewhat humanely where it only took one bullet but all the rest had to be shot twice or more. The memories will haunt me for the rest of my life and those responsible are not professional nor do they feel like they did anything wrong. I spoke up many times about it and have since spoke up about it and that is one reason I was terminated. It's a sad world we live in. Good luck Mt. Lebo, I feel for you and your deer. Again, I'm sorry for ever being apart of that and if I regret anything in life, it was working for that P.O.S. company.

Commissioners Dave Brumfield, Steve Silverman and Stephen McLean voted in favor. Ms. Fraasch dissented. Commissioner John Bendel was absent.

Is this odd or what? UPDATED 2X

President of the commission, Dave Brumfield, is not running for re-election again. Yay. The Democratic candidate running in Ward 4 is Craig Grella. Craig is on the PA Democratic Party staff as Digital Operations Director. It is a paid position.  http://www.padems.com/party/staff/ Does anyone see that as a problem?

Craig's professional website www.craiggrella.com is now being used for his commission race. His professional website was more like his LinkedIn profile. 

A couple of things I noticed about Grella's website. His committee address is not in Mt. Lebanon as indicated (15228) but in the city. While I appreciate his sense of humor, his website is being paid for by Friends of Craig Grella, the website which previously was his professional website.

Craig's vision for Mt. Lebanon is admirable. Our schools provide an education second to none, and Craig wants to do everything in his power to keep it, as well as other things, that way. However, Craig is running for commission, not school board director.  He has no magic fix for Mt. Lebanon, but seems to be running on the "unity" platform.

I find it unusual for a staff member of the PA Democratic Party to be running in the commission race here in Mt. Lebanon. Is that another conflict of interest that Mt. Lebanon voters are presented? I'm not comfortable with it, but I am not faced with that dilemma, only the residents of Ward 4.

Update March 29, 2017 4:51 PM Now, it is getting really odd. Craig Grella's non-profit Orgspring Inc in Pittsburgh has never filed a 990.  I see that since income is less than $25,000, filing is not required. But here's the oddest part. Craig Grella is declaring ZERO income. Source: nonprofitfacts.com And before the trolls start attacking, yes, I see the small print on this website. "Use at your own risk."

Update March 29, 2017 9:35 PM A non-profit with less than $50,000 in receipts can file a 990-N. It’s just an e-postcard with basic information on it. Guidestar does not list 990-N’s. Orgspring is up to date on their filings.

It is still obvious to me that there is a " conflict of loyalty with Berks and Outreach. Who is to say that she's not IDing kids in the district with disabilities which gets sent to the to MLSB which likes to get rid of kids with disabilities including physical, and mental health disabilities. It has happened in the past. All students have a right to a free and appropriate public education. Too much corruption in regards to the disabled kids. This is why Sabol was let go. She found out and had it been investigated, then the school district would have been bankrupt.

Funny how one submitted comment leads to exactly what I was looking for. I did a blog search for "Sable" and found this post, which I believe marks the beginning of the Cappucci, Birks, and Remely shenanigans with Timmy. OMG  They want to keep him through June 30, 2019 The contract extension was added to the agenda and was not even suggested at the previous meeting! I went back to the school board meeting summaries, to find out which school board members voted to extend Timmy's contract and found this. http://www.mtlsd.org/uploaded/SchoolBoard/Board_Summaries/September_16,_2013_Board_Meeting_Summary.pdf  (Note who was absent.) Did you read Cappucci's Board President Report? I'm sure it was purely a coincidence, but young Cappucci had just entered the job market. Did you notice Alyssa DeLuca's name? We know how that was a disaster!

Please, Mt. Lebanon, do not vote for Elaine Cappucci, Mary Birks, or Dan Remely. Too many conflicts, coincidences, untruths, false promises, and a complete lack of transparency.

Update March 26, 2017 5:44 PM I am happy to say that there are some Lebo Citizens readers who are looking into this topic. The 2014 990 for Outreach was sent to me. On page 7 of 30, Mary Birks was paid $31,946 when she was part-time and working 24 hours per week. The link to the annual report in 5:34's comment indicates that Mary Birks was promoted to full time.
We developed the next Strategic Plan for 2015-2018 which lays out the organization’s priorities and goals to inform our work. In addition, we are proud to have moved our leadership to full-time positions – including both our Executive Director, Mary Birks and our Clinical Director, Christina Hostutler.

Bait

Bait...that four letter word that appears on Tony DeNicola's invoice for "sharpshooting" deer. No description. No quantity. Just...Bait $524.30.

Eleven days ago, my email exchange with Commissioner Steve McLean came to a halt. It might be because I wanted answers to the tough questions. I had originally emailed the entire commission on February 21, 2017, and Steve McLean had finally replied with some answers on March 10, 2017.

We may never learn the whole story about the time when Mt. Lebanon was taken to the cleaners by Tony DeNicola. Certainly, the commissioners don't want to know how or why we were charged over $800 per deer!

Elaine Cappucci sure is a gutsy woman. Not only did Elaine file, but is running for both seats! Let me back up a minute. As it was explained to me last week, there is a two year term seat which is the remaining portion of Elaine's term. Then there are the usual four year seats that expire at the end of this year. I believe all are running for both seats. Word on the street is that the solicitor is wrong on this, but what do I know? If Elaine wins both seats, or any of school board candidates win both seats, then there will be an appointment or another special election. (It is not clear what will happen.)  Even with 111 mostly negative comments in my post, This nonsense has to stop!, Elaine is running in TWO elections.

I received another anonymous letter this morning. Again, I will permit anonymous comments to protect the individual(s) who sent this to me.

Consider the source...

Last week, Mt. Lebanon's public information officer posted this on mtl Magazine's Facebook feed.


People were writing in, thanking Susan for the heads up. There was talk about reporting them, making unannounced appearances, and lots of sympathy for poor old Wally. Finally,




I had written a rather long response, but I couldn't post it because the post had been removed. 

An apology for the "errant" post followed. 


It appears that Susan thought she was posting on her personal Facebook page, but only realized it after she was challenged. I had commented on the "errant" post, but the "apology" has since been removed. All that remains now is the reply to Jeremy Tucker.


Correction. The "apology" has not been removed. 




The damage was done. No apology for trashing Petco on the municipal FB page. The comment I added to the sidebar disappeared, as well.

I want to share my experiences with Petco on Ft. Couch Road. I have been taking my dog to Petco for twelve years. I have never had a bad experience. Timmy the dog gives them kisses when he arrives. The staff all greet Timmy by name when we enter the salon. I schedule Timmy's appointments for every six weeks or so. The groomers appreciate that because they don't have to deal with fur that is matted. We arrive on time. The groomer will tell me that Timmy will be done in two hours or less, depending on how busy they are. They ask if there are any medical issues they need to be aware of. Who brings their dog to get groomed after surgery? They call when Timmy is almost done. I pick up Timmy right away. Sometimes, people use Petco as a kennel, leaving their poor dogs wait until their owners are ready to pick them up. 

Timmy greets me, wearing a cute bandana, tail wagging. I tip the groomers well and away we go.

The groomers all saw Susan's post on Facebook. They were shocked to read what the PIO had posted. I feel so badly for their maligned review. The groomers are always kind and conscientious.
