Is outsourcing a good thing or a bad thing?

I came across this article that I saved from Pittsburgh Business Times last year.  Largest Pittsburgh-Area Minority-Owned Companies
Would someone explain to me if outsourcing is a good thing or a bad thing?  I did a search to find reviews from ex-employees, and I am thinking it isn't such a good thing.

We should be proud that we have such a "famous" person on our school board, shouldn't we?

Yes, Jack, and he is now head of the School Board Policy committee. Maybe he works with Raja filling American jobs.

Isn't it discouraging how we have one candidate who beats the system with his underassessed house, doesn't pay his taxes, misleads the media and the courts about moving far away, disregards the 10 ft. rule at the polls, stores abandoned construction equipment on his property when we have new rules about PODS, campers, etc., on our properties, one of the bidders on the high school project (no conflict of interest there!)and was on the front page celebrating with the Republican candidate for County Executive. No wonder the Republican Committee wouldn't endorse James Cannon and me. I guess we couldn't measure up.
