Most entities seeking donations are in some way "in need" ... of clothes, food, money, free legal help ... have you seen the municipal budget and their taxes?
There is no way the municipality is "in need" - therefore, there is no way anything was "donated" to them. Not to mention that they PAY $100K/year for what is supposedly being "donated."
