Would this be harassment? UPDATED


This is on McNeilly Road. Photo was taken this morning around 8:10 AM.

Update February 8, 2016 9:05 AM An eyewitness reported that a doe was walking along the side of the road when a pickup truck went speeding up McNeilly going at least 60 miles per hour where the speed limit is 25 mph. The driver never stopped. This deer/vehicle collision is 100% driver's fault, yet will be another statistic where it will be the deer's fault.

I'm not claiming that the driver wasn't speeding or not at fault in this incident, but how did the eyewitness know that the driver was going "at least" 60 mph?
