SRO and Lebo Gives and Gives


The school board was presented with a proposal from Bill Moorhead asking for another $85,000 for rebranding the million dollar fiasco formerly known as the Century of Excellence Capital  Campaign. Elaine Cappucci is livid and I am in complete agreement with her.

Founding chair of the Campaign, Larry Lebowitz is asking for his colleagues' full support of "Lebo Gives," which includes giving another $85,000 toward rebranding. It should be called, "Lebo Gives and Gives." Here is the link to the YTD May 2018 Financial Report.

Elaine will not support the rebranding, asking what is different than what they did before. The school board wants to throw more money toward the money pit. I can't believe that 1.) I agree with Elaine Cappucci, 2.) The school board is willing to throw away another $85,000, and 3.) All this was before a discussion about "The School Board will discuss the High school Resource Officer position proposed for the 2018-2019 school year."

Coup de grace UPDATED

I am so discouraged with the system. Things are so unfair here in Mt. Lebanon.

  • The PA Office of Open Records ruled in my favor. No land was donated to kill deer. Property owners only granted access for deer to be killed. Mt. Lebanon appealed and won. Twice. PA Supreme Court would not hear it.

  • A local magistrate threw the book at a visitor from Boston when she came across a hunter who had just killed deer in an area which had no warning signs posted. When the case was appealed in Common Pleas Court, the judge called the case, "A tempest in a teapot."

  • A school board director had to resign from office because her son was interviewing for a teaching position and ultimately got the job. The job posting was altered nine months after he was hired. She ran again and is back on the school board. Yep, no conflict there. It also helped that she made a sizable donation to the capital campaign. Covering all her bases, she pushed for an early contract amendment for the Superintendent, that resulted in a pecuniary gain of roughly $50,000 over three years. I filed a complaint with the PA Ethics Commission, but they dismissed it.

  • A man is out until 4 AM and gets cited for public drunkenness and similar misconduct, runs for commissioner, beats out a fire fighter, has his hearing delayed to two days after the election, and then gets his case dismissed. He also had other cases dismissed by his next door neighbor, the magistrate. (See above.)

And the final blow?

A year ago, I filed a complaint with the PA Ethics Commission against Mary D. Birks. I felt that it was a conflict of interest with Mary D. Birks serving as president of the Mt. Lebanon School Board while being the executive director of Outreach Teen and Family Services. She represented Outreach and the School District and never recused herself from any votes whenever the District contracted with Outreach. Mary Birks used her position to speak with PTA. She had a close relationship with the magistrate (see above) who referred defendants to Outreach. He also officiated at her daughter's wedding in Lake Tahoe.

The PA Ethics Commission recently issued an order concerning my complaint. Finding: "De minimis economic impact." I haven't gotten a copy of the final order, but Mary Birks spoke at the school board meeting tonight and talked about the complaint.

Personally, I will never forgive that woman. After how she treated Nick Meduho at the October 17, 2017 school board meeting, Nick was really upset. His sister told me that she had seen him the next day and knew something was bothering him, but Nick didn't say anything to his sister. It wasn't until after he died, did Nick's family have any idea as to what was going on. With a heavy heart Nick was asking about the capital campaign.  Watching that segment of the video, Nick was trying to find out about taxpayer money being paid back to the general fund. Based on Mary's terse response, the money in the general fund is there to be used by the District. It has been out of the general fund for five years. Kiss that $910,930.02 goodbye.

There is no justice in this world. However, Mary did admit guilt. I know that the Democratic and Republican Committees want nothing to do with her. She lost the election big time. Mark Hart had gotten in trouble for not filing Statement of Financial Interests. Because he won the presidency over Josephine Posti, a scathing report was in the Posti Gazette. Former Mt. Lebanon school director cited in audit In this case, Mary Birks admitted to voting on Outreach contracts while on the school board. She admitted guilt. Let's see how this is covered up by the media since she is best buds with Josephine Posti.You won't hear much from the Posti Gazette. It was certainly downplayed by anonymous commenters in my post from June 20, 2017. Yesssss!

Update May 15, 2018 1:24 PM To hear Mary Birks' rant, go to the timestamp 01:59:05 of the May 14, 2018 school board meeting. She doesn't get it. Her behavior over the years, caused her to lose the election. Back when I attended school board meetings, Mary would make snide remarks during my comments. She would roll her eyes when residents would speak. Her attitude as school board president, particularly to anyone who questioned her, was dreadful. To put it simply, she was a bitch. She was power hungry and it went to her head. She didn't lose the election because of my complaint or because of any board member. She lost it all on her own.

It pays to say "shit show" at a school board meeting.

I got a copy of Monday night's personnel report which was approved by the school board. The very first entry on the personnel report lists Capital Campaign Board Member and potty mouth Beth Evans' daughter as being appointed as a permanent substitute English teacher at the high school.

Beth Evans lived across the street from the Cappucci family, and their teacher kids went to school together.

Also on the lengthy report shows the special education teacher at the high school, where her husband is the principal. I wonder if she works under her husband.

Protesting Super's Pay Increase

A teacher in Louisiana was hauled off in handcuffs at a school board meeting for protesting the superintendent's pay increase. Teacher’s Arrest For Criticizing Boss’ Pay Raises ‘Serious Constitutional Concerns,’ ACLU Says Here in Mt. Lebanon, teachers may be more subtle.

Watching Monday's school board meeting, I don't know how our superintendent can sit at a school board meeting and not be uncomfortable. Finance director, Jan Klein was talking about the "preliminary budget," once referred to as the "fake budget." She said that she has salaries at 3% (39:25 time stamp). She also emphasized that everything is an unknown at this point, especially with the teachers' contract.

Why should the teachers settle for a 3% increase, when Timmy is sitting there pulling in a 6% increase this July? We have the old school board to thank for that brilliant contract.

We don't have teachers being arrested over our super's pay increases, but it should be interesting to see what the new teachers' contract will cost Mt. Lebanon. Thanks to Timmy and his supporters for putting us in this position. A special thanks to Elaine Cappucci who played a major part in that decision and will be voting to accept the teachers' contract for her son.

Loaded for bear?

The agenda for tomorrow evening's Joint Discussion/Regular Meeting appears to be pretty innocuous. Will Larry, Elaine, and Bill show up loaded for bear, like last week, or will they be amiable and cooperative?

Last week's meeting was embarrassing. It was ironic to hear a resident make a reference to Robert's Rules of Orderwhen his own wife was not observing Robert's Rules. Personal attacks were made toward other board members. Speaking without being recognized by the president seems to be the norm now. This includes the superintendent! When residents or taxpayers go up to speak, they are often met with interruptions. Hostility and bullying have no place at a school board meeting.

I am extremely optimistic that good things will happen this year. I believe the school board is headed in the right direction. Even Pantone's Color of the Year is encouraging. Here is to 2018!

More reasons not to vote for Cappucci

There is that little thing about her son being hired as a social studies teacher at Jefferson Middle School and no trace of why the job posting was altered nine months after Elaine Cappucci's son was hired. Keep in mind that Elaine had to resign from the school board because of the nepotism policy and is now running to replace herself, as well as seeking another four year term.

Besides her belligerent demeanor during Comments or Questions from Residents or Taxpayers at the October 9, 2017 school board meeting, I wanted to share a little more background on Elaine Cappucci's bio from the CCRB campaign website.
I was part of the team that negotiated the current Act 93 agreement for our District administrators.
That is not something I would be proud of, especially with what has been revealed with Jan Klein's creative accounting in recent days. The Act 93 Agreement can be found here. We were complaining about Jan's sloppy bookkeeping five years ago!

Elaine Cappucci is part of the Million Dollar Heist also known as the Century of Excellence Campaign Committee. Mary Birks likes to refer to it as a 100 year plan. Since Timmy doesn't have an original thought, Elaine has a major role as Timmy's key Key Communicator.

You vote for Elaine Cappucci, it is job security for Janice Klein and Timothy Steinhauer!

Birks on Transparency and Accountability - February 1, 2010

How can ANYONE vote for her?  I don't blame Dr. Strotmeyer for not responding. When former school board director James Fraasch did, he was censured. Not "censored" as some pro Timmy residents were quoted as saying. Censured. To censure a member or an officer is to warn him or her that if a certain behavior continues, the next step is suspension or expulsion.

I find it ironic that this PTA President was bringing up ethics violations in Real Lebo's (Elaine Cappucci's neighbors)  Big Brother At The School Board? Read the comments, especially this one:

Who had to resign because of the nepotism policy and for the hiring of her son, a Mt. Lebanon School District teacher? Cappucci

Who is running to replace herself on the school board? Cappucci

Who is a Century of Excellence Capital Campaign chair who originally claimed that $1.5 million were raised, but then back peddled when we learned that the campaign had more expenditures than revenue and pledges combined. Her bio now claims that "the Campaign has raised nearly $1 million." Caste

When is the focus going to be about education?

I started following the School District in late 2009, after my last child graduated from MTL. It seems as it has always been about construction. It was about turfing the high school stadium. "Staff spent almost two months establishing what our true school blue is," Jo Posti wrote in her Center Court post, "Go Blue!" In fact, read her post Board Approves Retaining Stadium Turf Consultantand you will see names of folks who were brought back last night to speak about the new turf project.

After the color of the turf was carefully selected, then it was on to the high school renovation. Year after year, school board meetings were all about change orders, construction updates, pics of Timmy in his hard hat looking like Bob the Builder, shiny water fountains...

Last night's school board meeting was well attended by former school board presidents, band members and parents, sports parents and kids, all supporting the "Century of Excellence Capital Campaign." They heard that the turf at the stadium is at the end of its life and needs to be replaced. They heard about turfing the Rockpile. They heard about turfing Mellon and Jefferson fields. Four turf projects that need to be repeated every eight years or so.

We all heard about $70,000 trophy cases in the past. Currently, Timmy tweets about cool t-shirts.
Timmy's Tweets about focus are comical. What was he waiting to see on August 30th? His following Tweet was about focus. Hilarious and tragic at the same time.


What has happened to our school district? Smaller classes? Gifted program? Special needs program?

It is all about construction.  How about bringing school board meetings back to education?

"An avalanche of applicants"

This is for the "avalanche of applicants" who did not get the job. Elaine Cappucci had to resign from the school board since her son was interviewing and ultimately got the job. I understand there are many teachers both within our district and outside of our district who were disappointed/pissed/surprised with the outcome. Now that her son is a Mt. Lebanon teacher and football coach, Elaine Cappucci is running for her old position on the board. On page seven of the documents, Andrew Cappucci applied online on 7/6/2016, a week prior to the job posting. And now you know why there is no trace of Timmy changing the online job posting listed on page three of the documents almost a year later!

Key words: "Exceptions...if commissioners approved an increase unanimously"

The sky's the limit, thanks to uninformed Mt. Lebanon voters. 3,865 voters voted yes to give commissioners the power to raise taxes at any amount, if there is a unanimous vote. Voters thought they were voting to limit property tax increases.
 
The Post-Gazette reported  
In the race for the two-year seat, Mr. Riemer secured the Democratic nomination, and Ms. Cappucci will be the Republican nominee.
Way to go, Republicans. Elaine Cappucci is a Democrat and running for the seat that she resigned from or as an anonymous comment from May 17 succinctly stated, "Mt. Lebanon Republicans voted for Cappucci to appear on the November ballot for the two year term ... which is the very same seat that she gave up so that her son could get his (in through the back door, ill-deserved) job." You couldn't even support DePlato, a Republican!

Janice Crompton also reported,
Ms. Birks was the subject of recent controversy over accusations of a conflict of interest involving her role as executive director of Outreach Teen & Family Services.
No worries! Republicans voted to keep Mary Birks on the ballot, as well as the rest of the Timmy Ticket. As a Republican, I hang my head in shame.

I understand that Mary Birks is completely out. Mike Riemer finished first. So far, that's all I know.

Update May 17, 2017 5:04 PM The Pennsylvania Ethics Commission received additional information concerning my complaint against Elaine Cappucci this morning at 10:41.

We don't pay her enough; she's homeless! UPDATED 2X

I would bring this to the attention of our manager, but he has said that he is not responsible for gathering the correct information, only getting the form. Through a Right To Know, close to eighty statement of financial interests forms were filed in the municipality. Of all the SFIs submitted, only one came back incomplete. You guessed it. Susan Morgans.

The poor girl is homeless. Susan has given herself an interest free loan from Susan F. Morgans Card Services. She collects no income. Wow, Susan, I owe you a huge apology. All along, you have been donating your services getting information out to the people. Just like me!

The form is considered deficient by the PA State Ethics Commission. Perhaps someone else can contact them, since I have been busy with Mary Birks and Elaine Cappucci, and soon, another individual.

The Administration changed it after they found out about the ethics complaints. I learned long ago to make pdf's of the MTLSD website because things mysteriously change. I will be sending in the new evidence to the PA Ethics Commission.

On April 26, 2017, formal complaints were filed with the Pennsylvania Ethics Commission against Mt. Lebanon School Board President, Mary D. Birks and former Mt. Lebanon School Board President/current Mt. Lebanon School Board Director candidate, Elaine Cappucci.

Cappucci, Birks, School Board Director Dan Remely, and newcomer Katie Caste are running on the same slate in the May Primary.

What started out to be a post about the budget...

It all started with this article in the Post Gazette, Nice surprise: No tax increase in Mt. Lebanon after all. Thanks to some refinancing of bonds, and trouble in the world, taxpayers in Mt. Lebanon will not see a tax increase.
That’s because the district was the unexpected benefactor of a fortuitous dip in interest rates due to recent world events, such as the conflict in Afghanistan, tensions in North Korea and an upcoming election in France, according to the district’s financial adviser.

The board is expected to approve the final budget May 22. Until then, it will be available for public inspection online at www.mtlsd.org. (Go to http://www.mtlsd.org/page.cfm?p=1415 for the budget.)
And that is when my research took an ugly turn. Looking at the budget, I don't see anything about the Capital Campaign originally suggested by Pursuant Ketchum in 2013.


We are now in Year Four of the "Quiet Phase." The longest quiet phase E V E R 
District spokeswoman Cissy Bowman [What the hell does that woman actually do???] said the campaign remains in its “quiet phase,” with organizers planning “awareness events” for potential donors during the summer and into the next school year. 
That was two years ago. Still nothing. Nothing is in the budget. No totals are mentioned ANYWHERE. We have been given crumbs, like the current brochure and the webpage showing the Campaign Cabinet. OMG!   Look who is on the committee? Two members of the Timmy Ticket! Hey Ladies, how about coming clean with some amounts in the Capital Campaign, now known as the Century of Excellence Campaign? How about a spreadsheet showing what your expenses are and what you have taken in? This is starting to sound like Mary Birks being executive director of Outreach!

How about you, Jan Klein? What can you tell us about the Capital Campaign? Exactly how many more years will we be in the Quiet Phase? I guess Mark Cuban is finding better ways to invest his money on Shark Tank.

Yet, Lebo Larry is more offended by Dan Remely's comment. (See PG article above.) I never run out of things to blog about here. The Timmy ticket has really made a mess of things in Mt. Lebanon.

It is up to the voters now UPDATED 2X including Statements of Financial Interests!

I received another letter from a concerned Lebo Citizens reader in reference to Mary Birks and Elaine Cappucci running for school board.

The letter is below with a scanned copy to follow.

Thank you for contacting me. I share the same concerns. I don't know what else could be done. I have contacted the school board and they think it is perfectly fine to have Mary Birks, Executive Director of Outreach, serve as a school board director at the same time. Keep your eyes open for Fake Information Officer Susan Morgans to come back with another article about Outreach. Both local governments have a vested interest in maintaining the status quo.

I have written about the conflict with Elaine Cappucci coming back on to the school board, but her arrogance has gotten in the way of common sense. 

The only way to stop these two women is by voting them out. Dan Remely has to go too. The Timmy ticket of Cappucci, Birks, Remely and Caste is what is keeping Timmy employed. His raises are outrageous. His amended contract is appalling. His methods of hiring are scandalous and reek of collusion. His arrogance falls in line with Birks and Cappucci.

To the relatively new family who wrote to me, it has been like this for a very long time. I started following Mt. Lebanon closely in 2010. Up until then, I had two jobs, was caring for a sick loved one, and was raising a family. I was just trying to survive, as many of you are doing today. I am thrilled to see that my efforts are starting to get people talking.

The Primary is May 16, 2017. Please get out and vote. Stop the corruption and let's get our community back.

Interesting connections, observations, and more mail UPDATED with link

It looks like we are off to the races, that is the commission and school board director races. Readers continue to send me particulars about candidates running in the May Primary.

Craig Grella (D), Ward 4 candidate handled Mt. Lebanon Democratic Committee chair, Michelle Zmijanac's digital campaign.


Craig supports lethal culling methods. White Buffalo president, Tony DeNicola is now recommending non-traditional lethal methods which include trap and bolt, the most inhumane way to kill deer. Craig rents his home and lives next door to a neighbor who has fruit trees. We will all pay the price to have the deer, who are attracted to those fruit trees, killed.

Steve Silverman's Accomplishments Steve believes he has improved Pedestrian and Vehicular Safety by voting for killing deer with high powered rifles in our community 30 minutes after our elementary school children are dismissed from school. Pedestrians continue to get hit in cross walks, DUI's are on the rise, and supports breathalyzer tests for people on bicycles while showing his support to the Friends of the Library. His Facebook page, Vote Steve Silverman features photos from the Beer Bashes and Brews held at the library. He is also taking credit for our Fire Department achieving an ISO Class I rating and Spring Hill Suites opening. Steve also supports taking grandmothers on Social Security to Common Pleas Court to appeal the PA Office of Open Records decision. Silverman tends to leak private emails, within a few hours, to his friends. The friends, in turn, pay an unannounced visit to the homes of those same grandmothers on Social Security. You will see many of Steve's yard signs on every corner in Ward 2.

Anonymous letters continues to show up in my mail box. The ones I got this week include a suggested political sign for the Timmy Ticket, as well as more "scoop" on Birks and Cappucci.

Timmy Ticket Trickery in its infancy

It is still obvious to me that there is a " conflict of loyalty with Berks and Outreach. Who is to say that she's not IDing kids in the district with disabilities which gets sent to the to MLSB which likes to get rid of kids with disabilities including physical, and mental health disabilities. It has happened in the past. All students have a right to a free and appropriate public education. Too much corruption in regards to the disabled kids. This is why Sabol was let go. She found out and had it been investigated, then the school district would have been bankrupt.

Funny how one submitted comment leads to exactly what I was looking for. I did a blog search for "Sable" and found this post, which I believe marks the beginning of the Cappucci, Birks, and Remely shenanigans with Timmy. OMG  They want to keep him through June 30, 2019 The contract extension was added to the agenda and was not even suggested at the previous meeting! I'm sure it was purely a coincidence, but young Cappucci had just entered the job market. Did you notice Alyssa DeLuca's name? We know how that was a disaster!

Please, Mt. Lebanon, do not vote for Elaine Cappucci, Mary Birks, or Dan Remely. Too many conflicts, coincidences, untruths, false promises, and a complete lack of transparency.
