Thanks for your request. You will be unblocked once I log back into my account. I am pleased that your wish to follow my tweets. This has been a great environment to spread the good activities that occur throughout the District.

Best wishes,

Update January 17, 2018 5:43 AM This is why Timmy shouldn't be blocking ANYONE. I was assured when he unblocked me that he wasn't blocking anyone now. Why is he blocking anyone? This is what the middle school parent had been missing until two days ago.

This is so wrong!

Can you get away with this in your District? UPDATED 010818

Lebo Citizens isn't "Just" for Mt. Lebanon residents. Over the seven plus years of this blog, I have a following of readers from neighboring communities. Especially interested are those from surrounding school districts. This post is for you. Thanks for reading Lebo Citizens.

For several years, I have been emailing our superintendent and school board directors about being blocked from following and/or viewing the superintendent's Twitter account.

Tucker Arensberg's Tom Peterson is our solicitor. He was emailed concerning this issue. Over the years that I have been emailing the school board about this, we have had three attorneys sitting on the school board. They all understand the ramifications of the superintendent's actions blocking a taxpayer from a District Twitter account. Here is the latest email sent to the superintendent with copies to the school board.

You may wonder why I am able to have his Twitter feed in the right sidebar. I was able to embed the HTML code of his Twitter feed onto my blog so that everyone has access to it. I was also able to follow his Twitter account as @notElaineGillen. Pathetic, isn't it?

As you can see, his Tweets and Retweets are also pathetic. They are not the caliber that you would expect from the highest paid superintendent in the Pittsburgh area. He will also get a SIX PERCENT increase on July 1, 2018.

So why am I so concerned about being blocked? It is the principle of the thing. I am a Mt. Lebanon resident and taxpayer. Recently, I brought this up on a local Facebook group, which resulted in an hour long attack by a PTA officer, which was liked by yet another attorney! Being readers of this blog, you know the ending of that story. Ultimately, I was kicked out of that group.

I am asking you if you can get away with this behavior in your school districts? Would your school board directors condone this? Do you have a sweet contract like this one? Amendment to Mt. Lebanon Superintendent's Contract Under terms of Dr. Steinhauer's contract, his salary increase for the 2017-2018 is 5.5%, resulting in a salary of $205,492.

I'm still debating how I am going to proceed with this. I am not getting any answers from anyone.

Update January 8, 2018 12:18 PM After all these years, the superintendent unblocked me from the @mtlsdsuper Twitter account.

Friday, August 18, 2017

So immature

I'm blocked again.

The School Board seems to be OK with it. Or at least Mary "For the Board" Birks is. I never got a response. I think the saying is, "Silence is consent."

"It’s been quiet.” UPDATED 4X

Finally, Susan and I agree on something! At least how quiet it has been. Susan Morgans was quoted by her minion John Hayes in his report Mt. Lebanon deer reduction enters firearm phase
“There’s been very little public comment, even at the public meetings,” said Mt. Lebanon spokeswoman Susan Morgans. “I don’t know what that means — people have moved on to other things? It’s been quiet.”
I think I can explain why there has been very little public comment, Susan. For one thing, taking me to Common Pleas Court has had quite a chilling effect. I haven't been to a commission meeting for over a year. I can hear your applause from here, Susan. It has had a chilling effect on others as well. Ah, more applause.

It has been quiet, Susan. Look at what you have posted on mtl - Mt. Lebanon Magazine Facebook feed. Nothing about the lethal deer program. We do see helpful tips about clearing snow away from fire hydrants, in case of fire. Yes, very important. Keep our doors locked since Mt. Lebanon has intruders because of the regional drug problem. We must protect ourselves. Agreed. Several posts about Punxsutawney Phil. Being prepared for what is to come is another helpful tip. Be prepared and protect yourselves is the takeaway here. But don't be prepared or want to protect yourself when it comes to firing .223 caliber rifles in a densely populated community. Got it.

Let's look at Twitter. Wow! There is hope yet!

 Feb 2
Deer Management Information

More promising news on the municipal home page! We don't have to scroll through "Trending Now" to find the deer management information. Thank you to commissioners or Keith McGill for listening to my emails. I had written:
The 2017 executed (or is it execution?) contract for "sharpshooting" has been posted on the municipal site and here on Lebo Citizens. Note: The municipal link is the direct link to the contract. It is hidden by scrolling through "Trending Now, " > Deer Management Information posted on July 20, 2016 > Additional Info.... Mt. Lebanon wouldn't want any of the killing information on the Home page.
Susan, if we could get an announcement on Facebook or if the police could utilize their public access to Nextdoor and alert folks of a situation that could be deadly if one is in the wrong place at the wrong time, I would feel much better. I can just do so much on Blogger, Nextdoor, and Facebook.

So what are we doing instead of speaking at public meetings? You can bet we have moved on - to more effective ways of fighting this issue. We're finding candidates who have common sense to replace the buffoons who call themselves commissioners and claim that shooting firearms in a densely populated community, without telling the public which areas to avoid, is a good idea.

Update February 3, 2017 10:58 AM mtl Magazine has just published an app on Facebook which drastically reduces waiting time at the bar. But nothing about firing lethal weapons in Mt. Lebanon. Shaking my head.

Update February 5, 2017 7:10 AM Results of PG Poll

Update February 5, 2017 7:22 AM While the Post-Gazette continues to publish stories about lead in school drinking water (see Butler County school closed after increased lead levels found in water supply), John Hayes wrote this beauty. Lead ammo order won’t be enforced This is exactly what we have been saying for years. The meat that is going to food banks is tainted with lead. While everyone gets warm fuzzies because the venison is going to a good cause, think about how we are poisoning the less fortunate.

Update February 5, 2017 8:46 AM It's not all negative. I love the caption under the PG's photo. Look Up Lebo!

An apology Dave Brumfield style

For the record, I had sent a link to Commissioner Fraasch last night concerning the VERY lewd and disgusting Twitter account. I heard nothing. I sent a second email to President Linfante's attention. I heard nothing. Of course. I then decided to see who was following this crude and hurtful Twitter account. Lo and behold, I sent a pdf to the Commission of the followers, with the note below about apples not falling far from the trees. I had also made a pdf of the Tweets. Suddenly, the account had been suspended.

Now, it appears to Commissioner Fraasch that I need to apologize to Dave, even though he will not accept it. Below is the email exchange with any references removed so that I don't get sued.

So here is my apology, Dave Brumfield style. I apologize for using the word "apple."

From: David Brumfield <dbrumfield@mtlebanon.org>
To: egillen476 <egillen476@aol.com>
Cc: Commission <commission@mtlebanon.org>
Subject: Re: Twitter

This is the final straw. When I started on the Commission I tried to work with you. When it became clear that we did not share the same vision for Mt. Lebanon I tried to at least give you credit for your dedication to staying informed and informing others. As your tone became increasingly toxic and negative I tried to just leave you alone. You tell me you are ashamed, you ask me for my resignation and you claim that I ignore the residents who you believe you speak for. You are not Mt. Lebanon and I thank God for that. I would not want to live in a community that you were the voice of the majority. A community dominated by vile and hurtful negativity slung with little care for accuracy or understanding. A place where negative innuendo and accusation are more common than fact. A place where volunteers and well intentioned public servants are attacked mercilessly by faceless cowards hiding behind anonymity.
Even when a name is put to the attack as you have now it does done with knowledge that you are attacking people who will not stoop to your level. You have always known that none of the Commissioners would attack your ___, we would never consider it. Yet somehow you want to reference my ____'s conduct as something that _____ and I should be embarrassed about it. You must feel so smug knowing that you make such accusations with absolutely no fear of reprisals because even now I would never do such a thing. It is only due to the demand of my ___ that I even take the time to address you know. I suppose ___ still holds some hope that there is enough decency left in you to refrain from ever attacking a commissioner's ____ ever again. Unfortunately, I have given up any hope that is even possible. The pity I used to feel for you being so consumed by your negativity and hatred has been burned away by your recent personal attacks against Commissioner Linfante during her difficult time and this attack on my ____.
Please understand, I am not asking for an apology, because I would not accept it. I will just not subject myself to you any more. I have not been on your blog in months but that has proven to not be enough. After conferring with the Solicitor to confirm that I have the right to do so I am blocking your emails from all of my accounts including my Mt. Lebanon account. I will not answer phone calls from you nor speak to you at any time. I will not address you or answer any of your questions during public comment. I will have nothing to do with you. Yet if I find that my ___ or ____ are ever mentioned, referenced or even linked to in any email, text, post or blog entry I will sue you without hesitation. I am a public figure so I am sure you will continue to attack me but whatever protection the law gives you to speak about me does not extend to my ___.
David Brumfield

The apple doesn't fall far from the tree, does it Dave? Your ___ is the first one listed.
Elaine

For some reason, I am the bad guy again. It doesn't matter how despicable the Tweets or that they were all listed anonymously. I made a pdf of the followers and suddenly, I am attacking Dave's ____. Who is protecting those poor victims mentioned in those hurtful and vile Tweets? I certainly tried to get help from the commissioners, but was ignored. It wasn't until I sent the pdf of the followers, that the account was suspended.

So here is my public apology, David Brumfield. I am sorry for using such an offensive word as apple. Why you were not offended by that now suspended Twitter account is puzzling. That is where the "hurtful negativity was slung." I am not even sure what I accused anyone of. Kelly, that is about as much of an apology that you're going to get from me. Of all the abuse that I get from Linfante and Brumfield publicly, and their supporters - through anonymous comments, that's all Brumfield is getting from me. Where are their apologies? I'm not holding my breath.

Turf Project Update

I understand that some people are a little nervous about the anti-turf signs. I am happy to promote Mt. Lebanon Soccer Association. If anything, you should probably be nervous about mini hurricanes and hail storms like what happened tonight on Cedar Blvd.

The great news is that artificial turf will solve all your problems. Kids can still play during hail, floods, locusts, you name it. It is still a go. Really, was there any doubt?

John Bendel has never seen any articles about the dangers of turf. That came out tonight during Citizen Comments. That came two comments after mine. My comment was to cancel the $11,000 infomercial that will be given on June 12 in Mellon Auditorium. Would we really hear anything negative from a speaker who has a partnership with FieldTurf, an artificial turf company?

While this was happening, here is the latest on Twitter. What a class act Lebo is.

6-1 in favor of .54 mill increase UPDATED

I didn't go to the meeting, but I did hear the news that Scott Goldman was the only school board director to vote against the budget. Ed Kubit and Bill Cooper were absent. (Note: Ed Kubit missed the 10.5% increase in 2010.)

School Board Approves Final Budget for 2014-15 School Year
May 19, 2014

At the May 19, 2014 School Board meeting the Board approved a Final Budget for the 2014-2015 School Year in the amount of $87,924,509 setting the millage rate at 23.15 mills, a .54 mill increase over the 2013-2014 millage rate with the use of $750,000 of the Fund Balance to balance revenues with expenditures.

Bill Matthews was chewed out again. Larry Lebowitz questioned Bill's numbers. After all, Jan Klein won that damn award.
The Mt. Lebanon School District received the Association of School Business Officials International’s Certificate of Excellence in Financial Reporting award for having met or exceeded the program’s high standards for financial reporting and accountability for the 2013 Comprehensive Annual Financial Report. This is the 29th year the District has been honored with this prestigious award.
A little background on this. We pay for this award. As long as all the parts of the report are submitted, you win the award. Table of contents? Check. Meet the criteria and you win! So double counting is permitted.

Of course, Elaine Cappucci said that they were so fiscally responsible that they eliminated the Assistant Superintendent for the Primary Schools. Then it was announced that Dr. Marybeth Irvin, the new principal at Lincoln who had coffee with Dr. Steinhauer according to Timmy's Traveling Twitter Tweets on the first day of school, was appointed as the new Assistant Superintendent for the Primary Schools.

Oh, big news! "The Grievance" was settled. It only cost the District $60,000! They have agreed to hire permanent subs at the appropriate step.

The podcast to tonight's meeting is available here.

Update May 20, 2014 9:07 AM From Bill Matthews:

Last night I provided the Board with the above chart, demonstrating that in eight of the last nine years the budget has been under budget on the expenditure side by almost $1,000,000 per year, on average. And once again, the Board “baked in” these surpluses from days of yore, raising taxes to cover these ghost expenses, ultimately resulting in an unnecessary and unwarranted tax increase.

Three things (at least) are at play that makes it difficult to work with the Board on budget issues:

1) Their obsequiousness to the Administration’s financial information.
2) Their obsequiousness to the Administration’s financial information.
3) Their obsequiousness to the Administration’s financial information.

While the budget information available to the public is quite limited, albeit often “award” winning, it is far from error free. Please see these pages from the recent annual budget books, where over three years the revenue and expenditure information is repeated, repeated and repeated, as if to make a point.

First Day of School! UPDATED

Kids should be seeing lots of changes today, thanks to the Impressive high school renovation that cost taxpayers more than $100M. Parents can get a tour of the high school renovation here.

The School District website suggests that we follow Timmy's Tweets all day. Follow Timmy on Twitter @mtlsdsuper. He'll be visiting schools and sharing photos throughout the day. Timmy wears many hats; hard hat, super Super, and now PIO. Why do we have a Director of Communications at Mt. Lebanon? Timmy is doing a great job. I am excited.

On another note, Pittsburgh Business Times had an article last week showing that Mt. Lebanon enrollment is down 0.2%. Enrollment in 2012 was 5,275 while 2008 was slightly more at 5,287 students.

As of today, September 3, 2013, no 2013-14 Final Budget has been posted on the MTLSD website.
