No more 6% increases for Timmy

Last night, the school board unanimously approved a five year contract for Timmy.

Here is his new contract.
https://www.mtlsd.org/uploaded/District/Contracts/District_Superintendent_Contract_101518.pdf

ARTICLE IV. COMPENSATION

4.0 Salary. The Superintendent's salary shall be increased by 3% to $224,357 per annum commencing July 1, 2019. In the second year of the contract and each year thereafter the Superintendent's compensation, if adjusted, will be adjusted pursuant to Section 4.2 hereof. Salary shall be payable pursuant to the School District's standard payroll schedule and procedures including any required withholding.

4.1 Fringe Benefits. In addition to the foregoing salary, the Superintendent shall receive all of the benefits, including postretirement benefits, set forth in Exhibit "A" hereto, which is made a part hereof.

4.2 Salary Adjustments. Any adjustments in the Superintendent's salary during the term of this Contract shall be deemed an amendment to this Contract provided, however, that such adjustments shall not be construed as either creating a new contract between the School District and the Superintendent, or in any manner extending the anticipated termination date of this Contract. At no time shall the annual salary of the Superintendent be decreased during the term of this contract. Additional compensation or increase in the Superintendent's annual salary shall be determined by the Board pursuant to performance evaluations conducted each year. If the Board determines that the Superintendent has met the mutually agreed to performance criteria described in Section 3 above, 8 then the Superintendent's salary shall be increased by three (3%) percent effective as of the first day of the contract year following the year reviewed.

In addition to any increase in base salary, the Board may, in its discretion, award additional compensation in the form of a bonus if it determines that such bonus is appropriate in light of all factors deemed relevant by the Board including the Superintendent's performance with regard to student academic performance, or other Board identified goals or focus areas.

Except here

Inflation rises 0.1 percent in June, but consumers' paychecks weren't that much bigger either

We're fifty weeks away from the end of Timmy's contract. That also means that his 6% increase kicked in on July 1, 2018. In addition, his tax deferred supplement jumps up to 4% of his base salary. Throw in his bonuses that he has received.

And what do we get for this?
  • Years of deception with the Century of Excellence Capital Campaign.
  • Missing reports Latest Capital Campaign Summary, School Board Reports.
  • Attitude toward parents at school board meetings about the Gifted Program and the Capital Campaign
  • Superintendent Goals approved half way through the school year. 2017-2018 Goals were approved in January 2018.
I hope the School Board takes this into consideration when negotiating the new Superintendent Contract.

Hmm. Very strange.

The July 17, 2017 School Board Meeting Agenda has been published. Typically, the superintendent's annual salary is voted on by now. Last year, Timmy received his $20,000 merit pay for doing a satisfactory job on June 20, 2016, in addition to his amended contracted salary increase. As of yet, the school board has not voted to accept Timmy's contracted salary increase. Former school board director, Scott Goldman always objected to the formality of voting on an annual contracted salary increase. Is this year different?

What this Joint Discussion/Regular Meeting does include is the closeout agreement of Timmy's church:
Lutheran Church Parking Agreement – We are concluding our agreement for supplemental parking at the Lutheran Church lot now that the high school construction is nearing its end. The Solicitor’s Office has prepared a closeout agreement that includes final payment for restoration of the parking surface. The Superintendent recommends approval of this agreement.
Lutheran Church Parking Agreement - RESOLVED, That the Board approves the Mt. Lebanon United Lutheran Church release agreement and amendment to provide for the termination of the license parking agreement and allowing the church to complete the restoration of the parking lot as per their low bid from Pittsburgh Asphalt Co. in the amount of $24,550. The Board has previously approved $27,500 per the capital project list for this work.

Timmy's getting what? Are they f-ing crazy? UPDATED 4 TIMES

I'm sorry for the offensive title, but I really wanted to say something else. Our illustrious school board has decided to amend Super Timmy's contract as well as award him a [please sit down for this] a $20,000 merit bonus as well as increasing his salary this year to $194,779. Agenda is here.

This is the man who wouldn't speak up for the safety of our children when Mt. Lebanon decided to have hired killers start shooting at 4 pm, one half hour after elementary school children were dismissed. Here is his letter to parents. Live from Mt. Lebanon, it's Dr. Timmy.  When he was notified of shooting along safe walking routes, where was Timmy? There will be shooting on properties that are on safe walking routes.  He didn't even mind Tony DeNicola baiting on school property. Parents, here's a comforting thought

Where was Timmy when liquor licenses were being transferred very close to Lincoln School?
School District to Blame! Was Commissioners do as they please. Again. UPDATED 3 TIMES

I don't see Timmy objecting to adding toxic turf on school property. https://lebocitizens.blogspot.com/2016/02/feds-finally-take-action-on-crumb.html

Tim was never a superintendent before he was hired here, yet he makes more than the superintendent of Upper St. Clair who was voted PA Superintendent of the Year, as well as voluntarily freezing his salary and declined pay raises.

What a kick in the teeth, right after receiving our increased school taxes in the mail...TWICE...because they got the dates wrong the first time. They were sure to get the correct amounts, however.

My question to you, Timmy is What did you do today to improve the life of a child?

Update June 14, 2016 3:41 PM Evidently, the school board hired Timmy for his expertise in construction projects, not as an educator.  Mt. Lebanon School Board eyes raise for superintendent

Update June 14, 2016 9:51 PM Probably the biggest reason Timmy doesn't deserve a bonus is in my post, Despicable Updated 3X Here is the link to the docket where the defendants are Mt. Lebanon School District, John Grogan, and Brian Begor.

Update June 15, 2016 4:32 PM Mt. Lebanon resident, Bill Matthews has a letter to the editor in this week's edition of The Almanac. Superintendent's salary increase questioned I have not been able to find it online. Bill also spoke on this subject at Monday's school board meeting.

[6.9%] 7.46% increase for Timmy

Picture this: a school board sitting in executive session making very, very difficult decisions.

Where do we cut? We've already trimmed the fat; now we're cutting muscle. How do we pay for the remainder of the high school renovation? Do we wait for a green light from Pursuant Ketchum? Should we cut librarians? Guidance counselors? Custodians?  Do we eliminate the community service coordinator? Should we charge students to park? What about increasing student parking fees? Oh, this is so hard! Shall we charge an activity fee? We need to make cuts as far away from the student as possible. How about a $30 million fundraising campaign? No...a $15 million campaign! Uh...$6 million fundraising campaign? Yes! That's it! But we still have to figure out how we are going to pay for the rest of the project. We can't have a referendum. Let's float a bond! We'll wrap it. Use capitalized interest. Don't use any money from the General Fund. It will only be $18 a month more. No, that's not right. We'll say that it is like no increase at all. No...We'll say it will be like two large pizzas. Wait a minute. There is a grievance that we need to address. If we ignore that, maybe it will go away. For sure, we won't budget for it. Uh oh, there is something else. PSERS. Darn that Corbett! It is all his fault. What to do, what to do? Let's come up with an early bird contract for our superintendent! Let's give him the same lame goals as he had in 2012-13 and 2013-14! Even better - let's give him a 6.9% 7.46% increase to kick off the 2014 contract. Perfect! But we have to do this quietly, because it will never fly if it gets out. Now what about the rifle range, the weight room, tennis courts, and Mellon Field? It should add up. We have TERC Investigations.

Here it is, Folks. Dr. Timothy J. Steinhauer's 2014-2019 Contract

While we're waiting...

I sent a second email to Elaine Cappucci asking where the superintendent's contract will be posted on the MTLSD website yesterday and have not received a reply. Per her email sent to me on Monday, This just in UPDATED, the contract was going to be posted this week. Likewise, the Superintendent Goals for the new school year have yet to be seen. I don't understand why things take so long with the school district. The Board meeting reports from the President and the Superintendent stop in August. Meanwhile, the Municipality seems to have a less than 24 hour turnaround time.

While we're waiting, a Lebo Citizens reader sent me a local government management guide published by the New York State Comptroller's Office, Local Government and School Accountability Division,
Financial Condition Analysis.

Another Lebo Citizens reader sent me this information, which is disappointing.

You may remember all the hype about the property tax relief homeowners were going to get from legalized gambling in Pennsylvania.  Well, here are the actual dollars saved per each home in Mt. Lebanon after the politicians finished carving out their slice of the pie for their department in Harrisburg. These are the folks the school board keeps begging for money.

Year
Dollars Saved

2008-2009
$194

2009-2010
$192

2010-2011
$188

2011-2012
$185

2012-2013
$184

2013-2014
$183

The $1,000,000 home and the $100,000 home each receive the same dollar amount.

Of course, Timmy's 2012-2013 goals are still posted on the school district website. http://www.mtlsd.org/superintendent/goals.asp (Saved in Google Docs) I am amazed how the board has a year's notice, yet never seems to get the Superintendent Goals worked out.  The good news is that the board has a contract approved for six years from now.

OMG They want to keep him through June 30, 2019

From the revised Agenda September 16, 2013 Agenda

*(2) Superintendent’s Contract Approval: RESOLVED, That the Board hereby re-elects Dr. Timothy J. Steinhauer to the position of Superintendent for a term commencing July 1, 2014 and expiring June 30, 2019, and does approve an employment contract with Dr. Steinhauer for said term and does authorize the President and Secretary or Assistant
Secretary to execute said contract with Dr. Steinhauer substantially in the form presented.
Wasn't there an auditor's report or legislation discouraging long contracts? Is this a wise thing? Didn't we learn anything from the Sable buyout? Isn't it supposed to be limited to three years?

The asterisk represents a new agenda item. This was not considered or discussed by the Board at its Discussion Meeting on September 9, 2013. This revision appeared today, same day as the meeting.
