Drivers/pedestrians, be careful Uptown. Starting 8/14, there will be more policing, warnings & enforcement due to PennDOT traffic safety grant. ----------------------------------------------
What is interesting is that State Farm also gave us money over a year ago for those Look Up Lebo banners that were at some intersections. Those banners are MIA now. An officer told me that only one person had been cited for jaywalking. I guess the municipality needed more money since they are spending $10 million to protect our salt.

On August 4th Allstate was kind enough to donate another $5000 towards the Look Up Lebo Campaign.
Last year they did the same.
How much of this now $10,000 has been actually used to promote a sorely needed safety campaign in Mt. Lebanon; absolutely ZERO,
but yet, the MLPD wants us to believe that this money is being used for the Look Up Lebo safety campaign.
If Look Up Lebo is such an important community safety initiative, why are we sitting on $10,000 that could be used to promote it more effectively than just having a few banners and some stickers, which may be working just a tad? Did we get LUL stickers over to the library yet?
Why is there no reference to Look Up Lebo on the school district website? Or am I just missing it. We were told by Susan Morgans that the school district would participate.
Our school superintendent loves to retweet tweets and plagiarize his other tweets because at an astounding $205,000 salary can’t come up with an original thought. Why is he not tweeting about Look Up Lebo? Now that would be original, would it not be? Unless he copies and pastes from another source. And to add, doesn’t school start pretty soon…what an excellent time to remind students of being safe in our walking community.
Here’s another novel idea being that all my other suggestions have gone by the wayside because a peon resident came up with the ideas…how about if we have the superintendent, the municipal manager, the commission and the police chief all get together in a meeting room and brainstorm ideas as to how to effectively use the $10,000 that Allstate so generously gave Mt. Lebanon to effectively promote Look Up Lebo. In addition, invite citizens to share their ideas and thoughts.
This isn’t rocket science folks to promote this cause, just good ole simple thinking.

Are you willing to take on this liability, given the municipality is instructing pedestrians to look up with signage on the sidewalks?
Is it easier for drivers to see pedestrians with red-tipped white canes, and avoid striking them?
What if someone sees the "Look Up Lebo" decals on police vehicles, looks up, and goes blind?
Does Mt. Lebanon law enforcement feel a blind public is easier to control?
Seriously, what is going on inside your collective heads?

SPECIAL NOTE: Our campaign "Look Up Lebo" suggests that your head should be up and looking forward when you are walking, biking, or driving on sidewalks and/or roadways... It is in no way related to the anticipated solar event... At least one person suggested our campaign (that started over a year ago) was being irresponsible to say "Look Up Lebo" because of the eclipse...

We had so much fun at Gloria Horn Sewing Studio today. Gloria had Capri Suns, Sun Chips, and those adorable cupcakes at the Galleria. She looked for moon pies but couldn't find any.
That's what one resident called the commissioners on Tuesday (yesterday) since they are considering hiring Tony DeNicola for another $9000 to oversee the archery program and "sharpshooting." They have to continue paying Tony thousands of dollars to protect the identities of the archers and twelve private property owners even though there is a decline in deer/vehicle collisions and dead deer pickups.
None of this adds up. Well, actually, it never did. We were told last spring when Mt. Lebanon paid $815.78/deer for "sharpshooting," that the warm weather was to blame for the low body count. Oh wait, also, they couldn't get to where the deer were hiding. Now, there is a decline in deer/vehicle collisions. We were counting incidents, now we are counting collisions. That is what they should have been doing the entire time. Of course, the manager's numbers are out of whackanyway, so who's counting?
“They have a safety protocol that has so far been impeccable,” said Commissioner John Bendel.
Of course, they refused to follow up with Castle Shannon over the two incidents that were reported to Castle Shannon Police.
The commissioners are going to discuss the deer killing at their June 26 meeting. In the meantime, watch out, Pedestrians! Look up, Lebo!
Another pedestrian was hit last month. The media report for the pedestrian who was hit near Mayfair on December 7th, was sent while I was on vacation.

On December 7, 2016 at approximately 10:07 am, Mt. Lebanon Police responded with other emergency services to the area of 205 Woodhaven Drive to investigate a reported motor vehicle versus pedestrian crash. Upon arrival, it was determined that the crash had originally occurred on Mayfair Drive at its intersection with Washington Road. The striking vehicle and driver were now in front of the residence at 205 Woodhaven Drive. An investigation of Mayfair Drive at its intersection with Washington Road revealed that there were no adverse conditions and the roadway was dry/free of defects at the time of the crash.
Officers spoke with the 59 yr old female driver who related that she was driving her vehicle, a 2014 white Nissan, eastbound in the right curb lane of Mayfair Drive near its intersection with Washington Road. She observed a steady red signal at the intersection and noticed a large amount of traffic in the area. The driver related that she "may have been distracted" and began to turn right (southbound) onto Washington Road. As she turned, she struck a pedestrian within the marked crosswalk on Mayfair Drive. She then stopped her vehicle and checked on the pedestrian. Officers did not observe any damage to the vehicle as a result of the crash.
Officers then spoke with the 16 yr old male pedestrian. The pedestrian stated that he was walking northbound on the western side sidewalk along Washington Road approaching its intersection with Mayfair Drive. He observed the "Walk" signal at the intersection and began to cross Mayfair Drive within the marked crosswalk. As he was walking within the crosswalk, he was struck on his left side by the vehicle. He then fell forward toward the ground. The pedestrian related that as he fell, the vehicle rolled along/over his left leg, from foot to knee. He complained of left ankle and shin pain as a result of the crash. Officers observed that the pedestrian sustained minor abrasions to both knees as a result of the crash. MRTSA was requested to the scene for an evaluation. The pedestrian was ultimately transported to St. Clair Hospital by his father.
No other witnesses were identified for this incident. The driver was ultimately issued a citation for the following violation of the PA Vehicle Code:
Section 3542(a) - Failure to Yield to Pedestrian in Crosswalk
Most of the sidewalks are closed at this most dangerous intersection of Cedar and Cochran Roads. Pedestrians are forced to walk in the street. Where is the crossing guard?

I had filed a Right To Know asking for receipts from the Look Up Lebo campaign. All receipts, which were available, were given to me, and I shared in my September post, Look Up Lebo Update.
The costs of the Look Up Lebo stickers and flags are included in the September Expenditure list.
3,000 Look Up Lebo stickers cost $927, while the flags cost $879.66. The audio and video cost $449. According to Susan Morgans' report, the stickers and flags expenditures should be covered by the $5,000 grant from Allstate.
So while the pedestrian safety budget is nominal, the commissioners are gearing up to spend another $80,000 to kill our stealthy deer. It is to "reduce deer/vehicle collisions." Of course. But as Commissioner Dave Brumfield realized, there is no way to measure the success of the killing program through tracking accidents. Accidents have declined. Dead deer pick ups have declined. Yet reported collisions have increased more than 80%. Either the deer are being raptured, or false collision reports are on the rise.
I have also noticed that Mt. Lebanon charges itself $1,040 per month for staff parking. I don't quite understand that concept. Would someone please explain to me how an entity can charge itself and then claim it as income?
Look Up Lebo stickers are available at the lobby of the police department on the 3rd floor and at the customer service counter at the municipal building, also in the lobby.
Receipts that I have been able to get so far for this campaign are here, which are referenced in Susan Morgans' memorandum to the commissioners. I do not know any of the other expenses, incurred or projected. This was all I received at the time of my Right To Know. I was told to file another Right To Know in a few weeks. Keith McGill did promise to send me future invoices that he would see coming through pertaining to the Look Up Lebo program. Keith was the one who sent me Susan Morgans' memorandum which I asked about last night. It was in my morning email this morning. Thank you, John Bendel and Keith McGill for getting this information to me so quickly.
Last Friday, Mt. Lebanon launched their new PR campaign, "Look Up Lebo."
This banner is at the crosswalk at the top of Cedar Blvd., where multiple pedestrians were hit while crossing in the crosswalk.
Just a few days later, David Huston was walking to a restaurant on Washington Road and witnessed this:

Good morning, Commissioners:
I took these pictures yesterday evening when I was walking to a restaurant on Washington Road.
It is truly unsafe to walk in Mt. Lebanon, yet you continue to blame the victims.
Your continued poor decision making, such as the jaywalking ordinance and flawed campaign, is contributing to the problem, putting pedestrians at risk here everyday.
No pedestrians have caused any injuries to vehicle drivers here.
You need to step up enforcement of motor vehicles breaking the law here before more pedestrians die.
You need to improve design of intersections, crossings and sidewalks here.
Will these pictures appear in Mt. Lebanon Magazine? I'm thinking not.

We've been saying all along. Mt. Lebanon has bad drivers. Deer aren't the problem. Pedestrians are not the problem. Drivers are the problem. We have a parking app now. For drivers. We're killing deer. For drivers. Mt. Lebanon continues to blame pedestrians. This has to stop.
Update September 1, 2016 8:58 PM Dan Miller had a little blurb about Look Up Lebo in his newsletter.
It now makes sense to me. Dave Brumfield spearheaded this operation. Dave Brumfield once told a resident that they don't have the police force to catch speeders. So let's kill deer and hold pedestrians accountable for the accidents. Incidentally, the driver of the car shown earlier in this post was forced onto the sidewalk by...A N O T H ER D R I V E R.

Have you seen the new "Look Up Lebo" campaign logo?
The car is on the green light while the pedestrian is on the red light.
This means, pedestrians must wait for all vehicles to travel through the intersection from all directions before crossing the street, regardless of crosswalks or signals.
It means pedestrians halfway across the street must stop for vehicles that don't yield.

Residents who walk are not welcome here, but criminals who operate vehicles and don't yield to pedestrians are encouraged to drive on through.

Then there is the Municipality of Mt. Lebanon. We have to file RTKs to see what the monthly expenditures are, even though residents can't comment on them, let alone see them, until after the commissioners approve them. News flash - they don't look at them either. Why the municipality doesn't post them on their "Open Lebo" site, is beyond me. I guess that is part of the new Susan Morgans/ Laura Lilley Engaging the Public Program that was enacted last year. I guess drinking beer at Hitchhiker with Keith McGill or having coffee at Panera and the local coffee house is all the engaging we're going to get.
