The Commission asked the Mt. Lebanon staff to prepare a report on the proposed improvements at McNeilly Park and the Swimming Pool by October 6, 2011. Here is the link to the 112 page report.

It includes traffic studies, public safety review, a written analysis of maintenance costs, a proposed fee schedule for use, comments from advisory boards, maps, etc. It is all there - from 2003 to today, October 6, 2011.
I haven't had a chance to read it, but it looks pretty impressive. Thank you, Commissioners for your transparency, as usual.

This has to set some form of a record in government open records and transparency...this was posted on the Muni website the day it was completed, due and issued by the Manager, Steve Feller, before the Commission had even personally reviewed and discussed it.
It is obviously "predeliberative", and would not have been made available to the public in the vast majority of local , county, state or federal governments and most certainly not by the Mt. Lebanon School District !
Thank you Commissioners....this provides a wealth of needed public understanding of the proposed recreation projects !

Not only was the Municipality open and transparent, but they did not try to redact any of the exhibits that impinge negatively, if even slightly so, on the McNeilly project (see exhibits G, H, I and J). I, too, congratulate Mr. Feller, the Commission, and everyone else who had even a minor role in getting this document produced and published so quickly. The government body that consumes the largest proportion of Mt. Lebanon property tax dollars, the Mt. Lebanon School District, looks shoddy in comparison.
Mr. Santoni explained Pitt's GIS border of McNeilly is in Baldwin Twp. a sliver of two wedges on the North and East borders.
Mr. Miller's diagram shows the McNeilly property situated in Baldwin Twp. a small triangle on the Southeast corner of the property.
The title of the property does not indicate the location or the amount of property situated in Baldwin Twp. The professional engineer of record stated the project is entirely in Mt. Lebanon.
Someone needs to find out the correct answer before the project moves forward.

I would think that Baldwin will be looking into this, since their residents are unhappy with the project.
