I have pajamas older than this!

Have you seen the scaffolding outside of  the Public Safety Building?   I hear that we are spending $250,000 on repairs.  It is only eight years old.  It opened in 2003.  In this week's Administrative Report, Steve Feller wrote:
Cost Construction continues to make repairs to the exterior of the public safety building.  All the windows and coping flashing on the east side of the building have been completed.  A few areas remain to be caulked.
Who is paying for this?  Insurance?  The original contractor? Taxpayers? Was it inspected?  I am sure it was, but why didn't it last longer than eight years?

Update: There is a twelve year statute of limitations in PA.  http://www.acec.org/advocacy/committees/pdf/statute_of_repose_limitations.pdf
Update 11/21/11: The Commissioners met in executive session this evening to discuss construction issues related to the Public Safety Building.

Wait until the high school maintenance is ignored to pay pensions, healthcare and salary increases for school staff.
